Job Description:To assist the Assistant Vice President of Design and Construction in the development and implementation of the Capital Improvement and Facilities Capital Plan.

Essential Job Functions:

Establish and promote a culture of safety for project delivery on the UTMB campus.

Assist the AVP in management and coordination of all capital project management activities.

Manage all project managers and support staff, including interiors managers, project coordinators, and administrative support staff.

Direct all work on UTMB managed Capital Projects to complete institutionally managed projects within specified schedule, scope, and budgets.

Coordinate directly with the University of Texas Office of Facilities Planning & Construction (OFPC) project management staff to augment staffing and provide UTMB Institutional Representatives in accordance with the OFPC delivery model.

Train and mentor project managers regarding communication, budget, scope and schedule issues, and preparation of reports.

Prepare documentation for executive review and, as required, for UT System review.

Document the process of all project management delivery methods, including procurement, bidding, and contracting related to construction and move-in activities.

Confer with UTMB stakeholders and outside agencies. Ensure compliance with codes, Joint Commission, and other regulatory requirements through coordination with UTMB stakeholders accountable for management of those disciplines.

Ensure project managers initiate and update Project Status Reports documenting schedules and budget status of the assigned projects.

Manage information and data collection for all project management activities.

Make recommendations and participate in decisions concerning personnel staffing, training, promotion, evaluation, and supervision.

Monitor the progress of the capital projects as a capital program and recommend potential areas of process improvement to the AVP.

Develop and maintain a Process Manual delineating the delivery of capital projects.

Analyze capital projects data requirements and data flow.

Develop long-range goals and objectives for staff, in conjunction with Business Operations and Facilities Leadership and institutional vision, mission and goals.

Maintain a reporting information infrastructure that collects data for local, state, and federal auditing purposes.

Provide a forum for project managers to keep abreast of new technology, equipment, and regulatory oversight relevant to delivering projects to an academic healthcare campus.

Manage individual projects as required by the institution.

Marginal or Periodic Functions:

Adhere to internal controls and reporting structure.

Perform related duties as required.

Knowledge/Skills/Abilities:

Communication skills are essential to this position. Candidates should be comfortable dealing with all levels of staff and executives. An extremely high level of verbal and written skills is required.

Proven leadership skills are necessary. Candidates should have experience in working with management, peers, and staff in diverse situations which may require the assignment and acceptance of responsibility and accountability.

Knowledge of design and construction delivery techniques is essential. Candidates should be able to understand complicated design and construction issues and apply current codes and best practices to develop successful solutions.

Broad and detailed knowledge of applicable codes is required. Candidates must have experience and an understanding of compliance issues related to design and construction within an academic/healthcare campus.

Minimum Qualifications:

Bachelor's degree or equivalent in architecture, engineering, construction, or related field.

Seven years of experience.

Preferred Qualifications:

Master’s degree.

Five years related experience in an academic healthcare center.

Twelve years of related construction and management experience.
