Position Summary
Manages the interrelated programs, grants, and projects of the Workforce Development/Health Equity (WFD/HE) department through leadership, operational accountability, and a drive for workforce development program excellence. Drive efficient and effective program implementation to reach as many Alaskans as possible through high quality instruction. Employ strategic planning and innovation in the development of new programs and enhancement of current programs. Supervises department staff, responsible for department staff professional and personal development goals. Responsible for achievement of program goals and objectives and responsible, effective budget deployment.
Essential Duties and Responsibilities
include the following:
Leadership: Serve as leader of the Workforce Development/Health Equity Department:
Lead the WFD/HE Department in successful completion of organizational Strategic Initiatives
Set, guide and monitor the strategic direction of the department; design and implement the strategy to achieve the vision
Uphold and model the tone, culture, and values of APCA
Support the professional development of WFD/HE staff members
Serve as direct supervisor to select staff
Ensure that the WFD/HE department staff are equipped to perform the assigned work.
Inspire the team
Contribute as an active member of APCA’s Leadership Team
Departmental Management and Accountability: Develop programming and operational efficiency in collaboration with APCA Leadership Team:
Contribute to the development of, and manage department budgets to ensure that staff and other costs are allocated across funding sources accurately
Employ personnel and other budgetary resources to maximize their effectiveness and efficiency
Assure accountability for grant and contract revenues and assets
Ensure compliance with federal, state, and local funder guidance, regulations, and law in the implementation of grants, contracts, programs and budgets
Work with business development and other staff to plan for ongoing, new, and sustainable funding for programs
Implement and manage grants and grant projects to assure completion of grant deliverables and appropriate reporting to funders
Adhere to program review systems that facilitate decisions about program longevity, value and sunsetting
Oversee, monitor and approve the procurement process for department contract services and goods ensuring the process complies with funders’ and APCA policy and meets the needs of the department and the company
Monitor contracts and subrecipient agreements for completion of deliverables and appropriate use of funds.
Employ sound management techniques to protect APCA from risk and mitigate risk exposure
Program Excellence and Continuity: Track program and project success, engage in continuous quality improvement activities for departmental work projects, and seek funding sources:
Assure APCA remains in compliance with funders' requirements in program implementation, budgeting, spending, reporting grants management, and close-out
Contribute to data management, including assuring program data are collected for internal oversight and are collected and reported as required by funders
Promote the use of sound data to make programmatic decisions and build capacity for future program development and funding applications
Oversee and grow programs that raise discretionary funding for the organization to ensure ongoing organizational stability
Promote intentional growth for both the department and the entire organization; evaluation and vetting of various revenue sources to support and sustain the Mission, Vision, and Values of APCA
Qualifications / Knowledge
Required:
Bachelor’s degree in management, Health, Social Services, Human Services, or related discipline
5 years' experience with program or grant development, coordination, and management
Progressive leadership experience in management, clinical leadership, quality, or training
Proficient capability with Microsoft Office Suite on a Windows platform
Must possess valid Alaska driver’s license
Must have consistent access to insured, reliable private transportation
Preferred:
Master’s degree in management, Health, Social Services, Human Services, or related discipline
10+ years' experience with program or grant development, coordination, and management
Experience in Alaska healthcare, behavioral health, or human services setting and/or training

Works under the direct supervision of Chief Program Officer. Performance is assessed through review of work, integration, and cooperation within the Department and APCA, communication with all stakeholders, quality and timeliness of deliverables and associated criteria.
Exercised:
Supervises the senior managers, managers, coordinators, and other WFD/HE department staff and assesses performance through review of work, integration, and cooperation within the Department and APCA, communication with all stakeholders, quality and timeliness of deliverables and associated criteria.
Language Skills
Required:
Fluency in written and spoken English required.
Superior written and oral communication skills.
Travel Required
In-city travel by personal vehicle for meetings, tasks, and errands as needed. In-state travel may occur. Mileage is reimbursed per APCA policy.
Hours per Week
This is a full-time position, 40 hours/week. Generally, hours are 8:00 a.m. to 5:00 p.m.
