About the Position:

The Chief Information Officer (CIO) serves as an Executive team member with a critical role in designing and maintaining a technology portfolio that supports workforce excellence. The CIO is responsible for establishing an IT culture of innovation and customer focus through the strategic leadership of NCI’s technology programs, platforms, systems, and resources. This includes a focus on innovative strategy creation and delivery for current and future needs, systems governance, design, development, implementation, maintenance; manage migration to cloud providers for both platform as a service and software as a service; communication and collaboration with customers, business and academic partners, and stakeholders; data analytics and business intelligence (including business process engineering).

This position is not eligible for telework.

Minimum Qualifications

Extensive knowledge of current and emerging IT technologies (Cloud), strategies, and programs, and experience demonstrating the utilization of those technologies to optimize the efficiency and effectiveness of a business organization.

A work history demonstrating extensive progressively responsible IT management experience.

Experience demonstrating knowledge of project management and agile framework practices.

Experience demonstrating knowledge of business process/change management.

Experience providing strategic IT advice to executives and all levels of stakeholders, the ability to interact and consult with outside vendors, and provide leadership and guidance to IT staff for the implementation of multiple complex IT projects.

Experience demonstrating the ability to provide guidance, to motivate, and lead, professional level IT staff.

Experience communicating verbally with demonstrated ability to make oral presentations to communicate IT concepts and projects via electronic formats to all levels of staff.

Experience communicating in writing with demonstrated ability to develop policies, guidance/technical documents, reports, or other similar forms of written correspondence.

Budget experience to include budget development, budget administration, as well as experience communicating budget details to executive level decision makers.

Experience demonstrating the ability to make sound business decisions in light of changing priorities and/or financial constraints.

Considerable experience demonstrating the ability to negotiate with and build consensus with internal and external stakeholders to resolving enterprise-level issues.

Additional Considerations

Experience demonstrating knowledge of current IT utilized for academia and workforce development data including systems analysis, design, construction, integration, operation, security, and maintenance.

Knowledge of Learning Management Systems (LMS) and Virginia Information Technologies Agency (VITA) policies, standards, and regulations a plus.

Extensive experience as a leader designing and developing the vision for the implementation and support of complex technologies as well as resource management experience.

Considerable knowledge of the principles of transformational leadership.

Experience working in an agency of organizational change.
