$85,660.00 - $136,935.00 USD Annually

CLASS DESCRIPTIONBaltimore City’s Department of Public Works (DPW) is seeking a dynamic, results-driven, goal-oriented individual to fill the role of Chief of Legislative Affairs. Under the direction of the Chief Administrative Officer, this position is responsible for providing oversight and direction to the office of the Legislative Affairs.

The incumbent will advise DPW’s executive management on legislative decisions, and short- and long-term comprehensive planning of legislative programs. This position requires strong alignment with the City of Baltimore’s and DPW’s mission, values, and strategic vision, as well as demonstrated success, professionalism, sound judgment, and flexibility working in a complex, fast-paced environment.

DUTIES AND RESPONSIBILITIES

Oversees and monitors the day-to-day operations of Legislative Affairs Offices and works with management throughout the agency to ensure long-range strategies, business goals, objectives, and initiatives best serve the agency’s goals, and are consistent with the City of Baltimore’s overall needs.

Directs the administration and supervision of the legislative affairs staff; manages, and develops goals and priorities, schedules and assigns tasks and projects, monitors work, and evaluates performance; develops staff skills and coordinates training; ensures the staff work meets City quality standards, and ensures required deadlines are met.

Coordinates and manages legislative relations for the agency, develops legislative initiatives and priorities, serving as an advocate for the agency.

Reviews all legislation related to the agency, prepares briefings, communicates with staff and legislators regarding ongoing projects, and oversees major project outreach initiatives.

Develops systems and procedures for establishing and assuring quality services and high customer service to all employees, stakeholders, applicants, and residents.

Cultivates and sustains positive and effective relationships with elected and appointed officials at the federal, state, and local levels.

Develops and champions agency legislation, ensuring alignment with the agency’s mission, vision, and goals.

Analyzes proposed legislation to assess its potential effects on the agency’s operations and initiatives.

Engages with legislators and their staff to provide updates on the agency’s initiatives and ongoing projects through concise briefings and written communications.

Responds to key strategic issues and recommends well-thought-out actions by prioritizing, ensuring alignment with stakeholder positions, leveraging specialists, or escalating matters.

Maintains awareness of new technologies, philosophies and trends in the field of Legislative Affairs; stays up to date on industry literature; maintains professional affiliations; and represents the City of Baltimore as an industry leader.

Performs other related duties as assigned.

EDUCATION AND EXPERIENCE REQUIREMENTSEDUCATION:

Have a bachelor’s degree from an accredited college or university.

AND

EXPERIENCE:

Have six years of experience in administrative, technical, or professional work, one year of which must have included supervision or project management.

OR

NOTES (EQUIVALENCIES):

Have an equivalent combination of education and experience.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the principles and practices of operations/administration.

Ability to plan, organize and manage a program of administrative functions in an organization.

Ability to compile financial and operational data and to analyze charts, reports and statistical and budgetary statements.

Ability to develop, implement and interpret policies and procedures.

Ability to coordinate the activities of various organizational units.

Ability to speak and write effectively.

Ability to establish and maintain effective working relationships with associates, officials and employees.

Ability to supervise and direct the activities of staff.
