ARPA H – Health and Life Science (HLS) Portfolio Support – Sr SME / Proj Lead
Amentum is looking for HLS industry personnel to expand our health technology development capabilities and offerings for the Advanced Research Projects Agency for Health (ARPA-H) as well as our Department of Defense (DoD) and other public health client space.
We are interested in personnel with technical managerial, and/or financial management experience supporting Government technology development projects, preferably in the health technology or public health sectors. Sr. Program Analysts will perform in a hybrid role, working with the Government to help define, execute and manage their technology development programs, as well as supporting ad hoc Amentum proposal support needs.
Education or experience relevant to one or more of the following focus areas is highly desirable:
HEALTH SCIENCE FUTURES
Medical devices, diagnostics, and digital health domains
Software development and management
Electronic Health Record and Cybersecurity, redundant backup system, (National Industry Standard)
Limitations to ability to access durable medical equipment (DME)
Identification of existing technology solutions that needs to be made accessible.
Identification of technology solutions that need to exist to solve problems.
SCALABLE SOLUTIONS
Rapid distribution of information using smart phone devices
Behavioral changes through smart phone influence
Efficient manufacturing processes and distribution logistics
Regional response hub network for rapid distribution
Utilization of established transportation mechanisms for alternative purposes
Utilization of existing factories for retooling/alternative manufacturing.
PROACTIVE HEALTH
Behavioral health (national funding or national standards)
Genetic information application as it relates to anxiety, depression and addiction
Nutrition applications (food score impact on wellness)
Movement and exercise related to wellness
Lifespan/longevity
Preventative care vs acute episodic care
Cooperative ventilator network
Population and geographic based health issues; food deserts, remote access to care/supplies
Disease surveillance and predictive analysis
Wearable biosensor devices
RESILIENT SYSTEMS
Defense of systems
Sustainable redundancy for all system, backup
Inclusion of all sectors in the population, total population health.
National EHR backup system, corruption possibilities, computer engineers
Responsibilities will include:
Providing expertise and assistance to the Government Program Manager in the execution of multiple advanced technology development programs
Performing program portfolio oversight to ensure all critical elements are addressed.
Integrating and coordinating program activities with the Program Manager and other government and support team members
Performing detailed task planning and overseeing execution progress
Overseeing scheduling of program activity and milestones, budget execution, and contractor progress
Leading programmatic and technical discussions with Government and industry teams to initiate new program concepts and discuss program planning and execution approaches.
Managing and prioritizing support team support activities to ensure efficient operations and that all products are completed accurately and on schedule.
Providing contract management and acquisition support
Presenting program briefings to all levels of the Government
Authoring program plans, briefings, and technical reports
Organizing and hosting technical meetings and conferences
Providing subject matter expertise across the health technology portfolio of projects.
Minimum Requirements:
Master’s degree in the specific field or in an area applicable to the advancement and dissemination of products and services: MBA, MPH, MPA, Healthcare Specific RN/MSN
At least 10 years of relevant executive level technical experience in Industry experience, science specific and or manufacturing and production of HLS focus areas above.
Demonstrated experience in planning, coordinating, and executing technology programs.
Demonstrated experience managing schedule, budget, and program risks for fast-paced advanced technology programs.
Demonstrated proficiency using modern PC computer techniques, systems, and tools such as Microsoft Word, PowerPoint, Project, and Excel.
Desired Requirements in at least one of the following areas:
NIH or other federal grant program experience w/an understanding of the DOD and HHS public health communities to include Government, industry, and academic stakeholders.
Multiple years of healthcare experience working with ARPA is highly desirable.
Project management Experience - lead a project with numerous people from interdisciplinary fields
Experience in doing a research study as Principal investigator.
Ability to quickly identify and resolve program execution and issues.
Expertise in the acquisition of new programs, solicitations, and contracting actions - understanding Government acquisition process
Ability to work independently and or lead a team remotely at times.
Preferred candidate has broad interpersonal network in the health technology space. Experience in business development and proposal development.
MD or PhD
Because the candidate will be expected to develop strong relationships with existing and new customers, location in the Washington DC metropolitan area is highly desirable to ensure responsiveness, although partial telework will be permitted.
