The Baltimore City Health Department is seeking a Health Project Director to lead the Community Risk Reduction Services (CRRS) program. The CRRS Director plans, coordinates and implements the activities of one of the most established and integrated syringe exchange programs in the country. This role involves supervising office support and program personnel.Founded in 1793, BCHD is the oldest health department in the country, with around 1,000 employees and an annual budget of over $100 million that aims to protect health, eliminate disparities, and ensure the well-being of every resident of Baltimore through education, advocacy, and direct service delivery. BCHD's wide-ranging responsibilities include maternal and child health, youth wellness, school health, senior services, animal control, restaurant inspections, violence prevention, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention.The incumbent will lead a talented team responsible for managing the Syringe Services Program (SSP), Overdose Response/Staying Alive Program, and Ending the HIV Epidemic site. These program teams collaborate to help Baltimoreans with substance use disorders manage and overcome their addiction. Program services include linking people to drug treatment services, counseling and testing for HIV and syphilis, and opioid overdose response training. SSP services are provided in mobile vehicles at 17 locations totaling 32 shifts per week including evenings and Saturdays.The incumbent will report directly to the Assistant Commissioner for the Bureau of Ryan White and Community Risk Reduction Services. Employees in this class work a conventional workweek subject to evening and weekend hours as required. Work is mostly performed in an office where normal working conditions are encountered. The work requires some physical exertion.DUTIES AND RESPONSIBILITIES

Providing oversight and management to the Community Risk Reduction Services Programs, including grant implementation of program activities and developing and implementing both short and long term plans to meet agency objectives.Provides leadership and direction to program deputy and assistant directors; delegates sufficient authority to subordinates to effectively manage the program’s resources.Responsible for budgeting and fiscal oversight of program operations.Provide timely updates to leadership about programmatic issues that may affect meeting program performance metrics.Responsible for ensuring compliance with grant requirements and state and federal regulations.Coordination of the BCHD Syringe Services Oversight Committee membership and meetings.Serve as a BCHD advisor on substance abuse harm reduction strategies.Remain abreast of current public health policy issues, legislation, trends, and community concerns that may pertain to program areas; notify leadership of potential program impact.Evaluate the performance of, discipline, and recommend the hiring, firing, and promotion of subordinate office support and program personnel.Collaborate with Federal, State, and City officials and agencies in connection with the legal, administrative, and programmatic aspects of the CRRS programs.May represent the Agency at community and media events dealing with sensitive, high-profile issues.EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION:

Have a master’s degree in public health, public administration, or a closely related field from an accredited college or university.AND EXPERIENCE:

Have seven years of experience, developing and coordinating public health programs or special projects.This is an important leadership position within BCHD. A successful candidate will have strong working experience in public health, HIV/STD services, and harm reduction, strong management and team skills, and community engagement experience.KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of public health and harm reduction theory, practices, and issues.Knowledge of research and investigative procedures and techniques related to public health issues.Knowledge of administrative practices and procedures.Skill in grant writing and grant administration.Skill in formulating public health policies.Skill in writing public-facing program updates.Ability to write and compile detailed statistical and narrative reports.Ability to synthesize and analyze data from a variety of sources and develop pertinent conclusions from them.Ability to communicate effectively, both orally and in writing.Ability to plan, implement, and administer a high-level, high-profile special health initiative project.Ability to establish and maintain effective working relationships with high Federal, State, and City officials and Agency managers.Ability to resolve complex problems with tact, dispatch, and diplomacy.Administrative ability.Supervisory ability.NOTE:
