We are seeking an inaugural
Chief Program Excellence Officer (CPEO)
who is a dynamic and visionary leader responsible for ensuring excellence in design, execution, and performance of all programs at the Bloomberg Center for Public Innovation (BCPI) at Johns Hopkins University (JHU). This role is critical in fostering collaboration and managing teams to produce high-quality deliverables. The Center and its programs have grown in scope and complexity in its first three years, and the Chief Program Officer will drive programmatic excellence and innovation, ensure that all Center initiatives and programs are designed in alignment with the Center's mission and strategic goals, are implemented with fidelity to approved workplans and budgets and achieve their intended impact.The Center is committed to working with communities that are focused on ending legacies of structural, entrenched racism, and oppression. You must be willing to think about reimagined government, knowledge, and engagement models through the lens of dismantling these legacies.Specific Duties & ResponsibilitiesStrategic LeadershipDevelop and oversee the implementation of comprehensive strategies to ensure the alignment of all initiatives and programs with the Center's mission and goals.Provide visionary leadership to managers, program directors and staff to drive program excellence and innovation.Collaborate with the Executive Director, the center's senior leadership team, funders and partners to shape the overall strategic direction of the Center’s programs.Program Design and DevelopmentLead the design and development of high-impact initiatives and programs.Ensure that all Center initiatives and programs implemented by the Center are designed to be evidence-based, scalable, and sustainable.Foster a culture of continuous improvement and innovation across the Center.Program Execution, Optimization, Management and EvaluationOversee the effective and efficient implementation of all initiatives and programs by providing guidance to directors, managers, program teams and staff ensuring they are executed on time and on budget.Design, establish and maintain Center-wide processes to ensure consistency and quality across programs.Ensure consistent monitoring and evaluation of program performance, making data-driven adjustments, as needed, to achieve desired outcomes.Optimize resource allocation and utilization across programs to maximize impact.Stakeholder Engagement and CollaborationBuild and maintain strong relationships with key internal and external stakeholders, including funders, collaborators, core partners, and civic leaders and organizations.Manage engagements with stakeholders to gather insights, feedback, and support to advance Center initiatives and programs.Team Leadership and DevelopmentManage, lead, and mentor a team of directors, and develop high-performing program teams.Foster a collaborative and inclusive team culture that encourages innovation and excellence and aligns with the culture of the organization.Provide regular feedback and professional development opportunities for team members.Reporting and AccountabilityPrepare and present regular reports for the Executive Director and partners on program performance and impact.Ensure transparency and accountability in all program activities.
Minimum QualificationsAdvanced Degree in Business, Communication, Public Policy, Public Administration, or related field.A minimum of 7 years of experience working in strategic planning, project management, or other related work.Additional experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Preferred QualificationsMinimum of 15 years of experience in program management and leadership roles, preferably within business, management consulting or public sector with increasing responsibility.Proven track record of designing and implementing high-impact programs.Strong strategic thinking and problem-solving skills.Excellent organizational and process optimization abilities.Exceptional interpersonal and communication skills.Significant experience in leading, managing and developing high-performing program teams.Demonstrated ability to build and maintain strong relationships with diverse stakeholders, including funders, subject matter experts, and public sector leaders.Demonstrated commitment to the mission and values of the Center.
