Lead Clinician / SUMMARY

The Lead Clinician for NYAP’s La Jornada (The Journey) Program focusing on Long-Term Foster Care (LTFC) provides culturally appropriate, trauma-informed, comprehensive services to minors who have fled their country of origin and arrived in the U.S. without a parent or legal guardian. The Lead Clinician will provide and oversee clinical and/or counseling services delivery for minors and provide oversight for the minors’ mental and emotional health. Additionally, the Lead Clinician will provide supervision, guidance and consultation to the clinicians, perform case assignments and occasionally maintain a limited caseload.

Lead Clinician / RESPONSIBILITIES

Performing all work in a manner consistent with the National Youth Advocate Program’s mission, values, and philosophies;

Overseeing clinical and/or counseling services delivery for minors and providing oversight for the minors’ mental and emotional health.

Providing supervision, guidance and consultation to assigned clinicians, perform case assignments, and occasionally maintain a limited caseload.

Responsible for following the assigned intake, placement, and discharge procedures including conducting/coordinating/reviewing/updating assigned assessments, service plans, forms, and packets and collecting and uploading assigned documents into NYAP’s electronic health record (EHR) system and the government’s database (UCP) within the mandatory timeframe.

Writing required and additional progress notes for assigned responsibilities, and uploading progress notes and accompanying documents to NYAP’s electronic health record (EHR) system and the government’s database (UCP) within the mandatory timeframe.

Complete weekly audit of clinicians’ documentation, ensuring both ORR and CQI compliance.

Acting as clinical point of contact (POC) for assigned Federal Field Specialist, Case Coordinator and Contract Field Specialist.

Leading and conducting clinical pre staffing process with assigned clinicians.

Attending case staffing(s) with Case Coordinators, Federal Field Specialists and other ORR stakeholders as needed.

Coordinating and overseeing clinical service requirements including individual, group counseling, and family sessions.

Actively participating in the delivery of orientation for children in care.

Participating in treatment team activities for complex cases.

Working with program administration, case managers, medical and educational staff in identifying best clinical practices, while maintaining a collaborative multi-disciplinary environment.

Working to ensure children in care are provided mental health referrals and clinical services pursuant to ORR Policy Guide Section 3 and corresponding MAP Section 3.

Attending and providing clinician related trainings, including sexual abuse, sexual harassment and inappropriate sexual behavior, prevention of sexual abuse and Interim Final Rule (IFR) trainings.

Acting as the subject matter expert (SME) on matters related to mental health, child welfare best practices and sponsor reunification process, this includes SME knowledge of clinical ORR Field Guidance(s) and implementation.

Actively participating in documenting safety plans and Post 18 age out plans.

Oversee and/or actively participate in the process of reporting significant incidents (SIRs) in accordance with existing policies and procedures.

Working and supervising on-call and after-hour schedules for clinical staff (including weekends) for new intakes, discharges and emergencies.

Traveling to provide and support the clinical services to, and on behalf of, youth and families in compliance with organizational, contract, and regulatory requirements.

Participating in the Continuous Quality Improvement activities on a monthly/quarterly basis.

Performing other duties as requested.

Lead Clinician / QUALIFICATIONS:

Master’s degree in psychology, counseling, social work, or comparable behavioral science field, or other relevant degree or equivalent experience; from an accredited institution.

Bilingual English/Spanish fluency strongly preferred.

A valid professional license as required and acceptable by state or contract regulations.

Five (5) years of direct clinical work experience, 2 years post graduate. Direct service with youth and families strongly preferred.

Two (2) years of clinical supervisory experience.

Excellent clinical and crisis intervention skills. Excellent verbal and written communication skills. Critical assessment and analysis skills. Motivated, organized, flexible and able to navigate multiple service priorities. Ability to work under stress and multitasking.

Proficient use of desktop and laptop computers, internet search, people management programs, smart phones and tablets, printers, fax machines and photocopiers as well as software including word processing, spreadsheet and database programs.

OTHER SKILLS:

Multi-task efficiently and be flexible in all situations.

Capacity to remain objective and professional in all areas of job function.

Must have a valid driver’s license, reliable transportation, automotive insurance, and a good driving record.

Must be able to organize, navigate, and physically escort youth to various travel destinations possibly including airlines, trains, and buses. Travel includes out-of-state trips to unify youth with families.

A willingness to work flexible and non-traditional hours in the service of foster caregivers, families of origin, and persons served.

Demonstrates tolerance and respect for the ideas and actions of others.

Capacity to effectively work with and be respectful and sensitive to persons from various cultures, socioeconomic, ethnic, religious, and racial backgrounds.

Possess a sincere desire and ability to advocate for youth facing behavioral health, educational, legal, development, and socio-economic challenges.

The qualified candidate will follow a team concept and support agency goals, colleagues and ORR liaisons. Candidate must be able to effectively work with and be respectful and sensitive to persons from various cultures, socioeconomic, ethnic, gender, gender identity, sexual identity, disability, religious, and racial backgrounds.
