Job Summary:

The Director of Human Resources is responsible for the development, implementation, maintenance, and application of policies related to personnel administration and provides expertise to the College in areas of employment laws and regulations applicable knowledge in employment practices and human resources.

Essential Functions:

Responsible for ensuring that the personnel policies and practices of the College are in compliance with federal and state government laws and regulations and other applicable regulatory agencies and ensuring such policies and procedures are documented, disseminated, and applied promptly.

Review applicable laws regularly and recommend policy and procedure changes as needed.

Develop and implement HR programs, including personnel administration, recruitment/staffing, onboarding and training, compensation/benefits, performance management, employee relations, and health/safety.

Coordinate all personnel actions including hiring, terminations, employee performance, and disciplinary processes.

Orient new employees in personnel policies, payroll, American Disabilities Act (ADA), Bloodborne Pathogens, and harassment policies and procedures.

Responsible for implementing and/or maintaining a personnel database for internal management and reports, as well as external surveys and reporting, including annual reports as required by state and federal agencies.

Facilitate and oversee the college recruitment process: evaluating positions, posting vacancies, maintaining a list of vacancies, and facilitating the interview processes.

Provide leadership for developing employment plans and administering the centralized employment systems.

Administer the college's workers' compensation program, monitor claims, and coordinate work between employees and insurance carriers.

Facilitate the college's performance evaluation program and revise it as necessary.

Maintain all job descriptions, keeping them up-to-date.

Serve as Freedom of Information Officer for the College, responding promptly and according to all Open Records Requests received by the college.

Respond to employee relations issues, such as harassment allegations, civil rights complaints, and general employee complaints. Act as a mediator and/or witness in personnel conflict situations.

Provide annual Title IX/Harassment and Bloodborne Pathogen Training.

Monitor and manage the annual Human Resources Department Budget.

Administer the College's compensation program, which includes classifying and reclassifying positions, assisting in writing job descriptions, developing an employee pay scale, and conducting wage and salary surveys.

Represent the College for any unemployment claims.

Coordinate employee recognition programs and employee retirements and celebrations.

Lead and participate in college-sponsored committees.

Serve as the EEO specialist and ADA Compliance Officer for employees and as a College Title IX Coordinator on the College's Title IX team.

Maintain courteous, professional, and effective working relationships with employees, vendors, and/or any other representatives of external organizations.

Comply with all College policies and procedures.

Assist the Vice President of Finance and Administration by performing other related duties as assigned.

Required Knowledge and Skills:

Knowledge and proficiency in applying federal and state laws and regulations governing employment.

Knowledge of employee recruitment and hiring principles.

Knowledge of college policies and procedures.

Ability to research and analyze data and information.

Skill in decision-making and problem-solving.

Skill in interpersonal relations and in dealing with the public.

Ability to work independently as well as on a team.

Ability to work and maintain the highest level of confidentiality.

Good oral and written communication skills.

Ability to organize and prioritize work. Work well under deadline pressures.

Excellent human relations skills. Ability to work effectively with various constituencies and individuals from diverse backgrounds.

Understanding of and commitment to quality initiatives.

Required Education Background:

Bachelor's degree in human resources management or related area.

Master's degree preferred.

PHR/SPHR certification, preferred.

Required Experience:

Minimum of three years of experience in human resources.

Experience in policy development, administration, and supervision.

Experience with interpreting state and federal statutes and laws.

Experience working in a college or university setting, preferred.

Physical Requirements:

Ability to sit or stand for extended periods of time; ability to move freely around the campus and outreach centers; ability to lift up to 20 pounds; ability to bend, stoop, reach and grasp as required to perform responsibilities; ability to drive motor vehicle; and ability to work at a computer for long periods of time.

Work Environment:

Work performed in an office environment.
