General Description

The Transit Chief Operating Officer is an executive level position, reporting to the Transit General Manager (GM), that provides leadership and direction for Metro Transit's internal operations to optimize organizational effectiveness. The position is expected to identify and implement new approaches and technologies to improve customer service, performance, safety, and teamwork on a continuous basis. This position is responsible for infusing racial equity, social justice and inclusion goals, principles, and tools into all aspects of work and culture at Metro Transit. The position shall exemplify and set the tone for continuous improvement throughout the organization and ensure cost-effective use of available resources.

Examples of Duties and Responsibilities

Provide overall leadership, strategy, coordination and monitoring of the operations and staff of Metro Fixed Route and Paratransit Operations through lower level managers, supervisors, and front line staff.

Be visible and accessible to employees to maintain strong unit morale and accountability.

Establish roles, unit priorities, long-term plans, equity approaches and strategies to meet objectives.

Review, develop, implement and monitor enforcement of policies and procedures through an equity lens necessary for the effective management and operation of these units.

Evaluate services provided by these units and make adjustments as needed.

Establish and monitor goals and objectives with lower level managers.

Provide necessary coordination between the units and their programs to maximize efficiency and quality of services.

Develop business management systems, strategic objectives, and key performance indicators; analyze and utilize data to make management decisions and measure organizational performance.

Enhance quality of service and customer focus.

Maintain a culture of safety.

Lead high-level labor relations activities and the implementation of policies and procedures as defined by the GM and the City’s Labor Relations Manager.

Develop relationships with Union Business Agents.

Lead negotiations of new contracts.

Resolve issues where a policy may be unclear and/or procedures are lacking.

Lead the operational planning of major projects, including:

Develop operational plans.

Determine and project staffing, training, and operating budget needs.

Execute City processes to ensure unit needs are met.

Develop new processes for specific organizational needs, including equity goals and processes.

Develop and coordinate purchased or supplemental transportation services.

Identify grant opportunities and participate in the development of grant applications.

Understand, interpret, and/or act as official accountable executive for a variety of mandatory federal processes and programs, including but not limited to:

Public Transit Agency Safety Plan.

FTA Triennial Reviews.

National Transit Database.

Americans with Disabilities Act and ADA Complementary Paratransit.

Represent and speak on behalf of the division in meetings with various entities, including:

The Federal Transit Administration.

City of Madison Common Council, boards, and commissions.

Partner cities’ Council, boards, and commissions.

Business partner organizations.

Neighborhood, community, business, and other special interest groups.

Keep up to date on industry trends, technologies and peer agency projects. Share information with other Metro units.

Coordinate with other City of Madison departments and divisions, including the development of modification of processes.

Serve as a member of the Metro Executive Team and act for and on behalf of the General Manager as needed.

Perform related work as required.

Minimum Qualifications

Five (5) years of progressively responsible managerial experience and leadership for a large staff in a public transit role with two (2) years at a manager, director, or chief level.

Bachelor’s degree in Business Administration, Public Administration, or a related field.

OR

Seven (7) years of experience in a public transit role, which included at least five (5) years of progressively responsible managerial experience and leadership for a large staff with two (2) years at a manager, director, or chief level.

If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:

Four (4) years of experience in applying the following:

Administration and project management tools and techniques with the agility to push through organizational barriers and overcome challenges.

Administration of public sector processes.

Related program management principles, practices and techniques including considerable skill in planning, organizing and administering programs, services and activities.

The full range of supervisory principles and practices, labor relations, and personnel management.

Two (2) years of experience in applying the following:

Related administrative considerations, including workflow and budgetary analysis.

Computer programs, spreadsheets, and databases applicable to the duties of the position.

Racial equity and social justice concepts, terms and tools.

Special Requirements

Ability to meet the transportation needs of the position.

The employee will be expected to attend meetings of Common Council and Transportation Commission as well as other public meetings as required. Such meetings generally take place outside the regular workday during evening hours.

Employment will be subject to a five-year employment contract negotiated by the Mayor and approved by the Common Council and a term of the contract requires residency in the City of Madison. Non-residents will be given time to establish residency if necessary.

Physical Requirements :Work in this position is primarily performed in an office environment. However, the employee will be expected to physically access various area of Metro Transit, which includes a large bus and maintenance facility, and attend offsite meetings on occasion.
