The Human Resource Director, working under the general direction of the Superintendent, exercises self-initiative and good judgment, in accordance with all Federal, State and Education laws and regulations, collective bargaining agreements and within the philosophy, standards and goals set forth by the District. The Human Resources Director will plan, organize and manage the Human Resources function for the Districts.

QUALIFICATIONS

Bachelor Degree in Human Resource Management or other related field with a minimum of 3 years successful experience as a Human Resource generalist, or relevant experience in lieu of Bachelor Degree. Previous experience with salary and benefit budget development is required.

Ability to effectively and efficiently manage and coordinate functions for a department; handle a variety of administrative tasks simultaneously as well as supervise others.

Strong interpersonal and verbal communication skills including the ability to effectively present information to groups of individuals, maintain effective working relationships within the District, and with other relevant local agencies.

Ability to present written documents that are clear, concise and grammatically correct.

High level of computer competency with spreadsheet, word processing, Payroll, and Personnel software programs.

Successful completion of criminal history background check.

RESPONSIBILITIES

Responsible for the development of Human Resource department and ensure the effective and efficient operation of the department, supporting the employees of the District in all personnel matters.

Responsible for the preparation of human resource policies and procedures and job description development in collaboration with appropriate administrative personnel.

Plan and coordinate the recruitment of professional and non-professional staff for the three districts that comprise SAU 15, ensuring a process to meet District staffing needs, inclusive of vacancy postings, advertisements and career fairs. Screen and process application packets and process as necessary. Maintain applicant files in accordance with federal, state and local record keeping requirements. Interview and hire qualified candidates for substitute teaching and maintain current substitute listing for distribution through the district.

Work in conjunction with Assistant Superintendent to ensure appropriate certification for credentialed staff.

Develop and coordinate a new employee orientation process to include all necessary payroll and personnel paperwork, benefit, policy and organizational information, in order to establish with new employees, knowledge of their surroundings, employer practices and benefits, and develop supportive relationships. Ensure all pre-employment exams and background and criminal record checks are performed and meet federal, state or district policy. Conduct appropriate staff exit interviews.

Maintain all personnel records/files in a comprehensive manner and as required by law, contract, policy or best practice.

Counsel supervisors on employee relation issues; retention or release of probationary employees, assignments and transfers, disciplinary actions, demotions, dismissals and interpret the implementation of personnel matters contained in collective bargaining agreements or district policy for consistency with practice. Supervise the disciplinary process for non-certified staff, to be appropriate and consistent with collective bargaining agreements and a fair and equitable practice.

Initiate personnel training activities and coordinate these activities with supervisors.

Develop, administer and ensure the effective implementation of the District’s benefit program, inclusive of renewal negotiations in conjunction with the District’s broker, inclusive of health, life, and dental insurance, retirement, COBRA, Section 125, Health Care Portability Act compliance, and seek new benefits and discounts for employees. Develop and coordinate the District’s yearly open enrollment.

Prepare the salary and benefit projection budget for the District in conjunction with the Business Administrator for the Fiscal Budget, ensuring placement of the employee on the proper salary step, projection of district benefit cost and accuracy of information.

Oversee the preparation of all personnel employment contracts and letters on a timely basis, ensuring their accuracy and compliance with all collective bargaining agreements. Gain all necessary signatures and approvals and maintain filing of signed and approved contracts and letters.

Prepare all personnel action information, inclusive of hiring, transfers, rate of pay, leave status and termination paperwork for Payroll processing in a timely manner and proper record keeping in personnel files.

Assist with research pertaining to personnel, including wage and salary surveys; leave analysis; research and reporting needed for negotiations and any other projects as assigned. Respond to surveys and research correspondence from other school districts.

Perform other related duties as assigned by the Superintendent or his/her designee.

EXPECTATIONS

Keep abreast of current trends in personnel processes and on State and Federal and Educational laws, statutes, rules and regulations relating to personnel administration.

Facilitate the development of a positive, supportive and efficient Human Resource Department that is accessible to staff and outside applicants or local agencies and manages their concerns as appropriate, and in a manner that relates to the District’s commitment to excellence.

Act with integrity, responsibility and in an ethical manner in all aspects of carrying out the requirements of this position.

Build a team environment with other departments in Central Office and the schools to achieve the common goals of the District.

PHYSICAL REQUIREMENTS

In a normal work-day, the employee may be required to combine standing, walking and sitting; continuously sit at desk, keyboard, etc. for several hours, lift/carry up to 15 pounds infrequently, bend frequently; squat, kneel, climb/balance, reach above shoulder level and lift from high/low positions occasionally.
