ITCs Proposal Solution Architect (PSA) plans, develops, and writes ITC's technical solutions and proposals and provides compelling and compliant content that supports the needs of our federal customers. The PSA will serve as the technical volume lead of prime IT proposal bids and assist in solution development against the SOW and RFP and generate the overall technical approach prose for bids. The PSA defines, designs, creates and implements features, technical approaches, and solutions as part of the ITC proposal development process. They bring the soft skill capabilities to instruct small and large teams on generating technical solutions, offering guidance on developing the technical content, recovering the content after the color team reviews, and using various writing techniques to guide them. The PSA reports to the Senior Solution Architect. The PSA works closely with Capture Managers and the proposal team to plan and develop IT solutions to support ITC's new business pipeline. The selected candidate must work with the Capture Manager to apply ITC's services, experience, and capabilities that support opportunities for current and new ITC customers. These activities center around the new business pipeline, recompetes, and working with teaming partners on efforts where ITC services align. The PSA works closely to interview IT, and subject matter experts, in generating solutions to support upcoming efforts. The PSA attends technical conferences and participates in technical oral presentations as required as an advocate on behalf of ITC. The PSA stays abreast of current and emerging technologies and market trends across all ITC's core technical areas.Responsibilities

Meet with the Capture Manager for every proposal response and review to understand client needs, technical requirements, and other services.Prepare proposal solutions for complex bids to include services and new market solutions for implementation, effectively balancing value propositions.Provide governance to IT solutions supporting ITC's business service lines and annual strategies supporting reusable end-to-end technology proposal content and solutions. Review current architectural states, define appropriate solutions, scope the effort, and provide technical direction and writing.Work collaboratively with program managers and various technical resources, including developers, administrators, engineers, and solution architects, to obtain an in-depth understanding of various IT solutions to meet documentation requirements.Integrate customer needs into technical solutions from concept to writing the technical approach for each bid as the technical volume lead. Support the Senior Proposal Director with generating outlines and responses.Provide writing guidance to the technical writer, including managing the solution end-to-end.Facilitate and provide expert support in cross-product IT architecture review to include planning, developing, designing, and implementing solutions.Perform technical evaluations of IT work products and provide guidance on defining the technology roadmap (e.g., approach, priority, and timeframe) for the transition from legacy technology.Remain current with industry knowledge, best practices, and standards and incorporate applicable technologies and standards into new and existing solutions.Attend technical vendor and trade conferences, including industry days, to support upcoming efforts.Other projects and duties as assigned.Qualifications

REQUIRED:Minimum 5-10 years of experience leading, developing, and writing technical approaches for federal proposals.Experience as a Lead Solution Architect supporting IT federal contracts. Develops technical and management solutions for government customers. Capable of preparing and developing ConOps approach, solution and graphics, storytelling, solution strengths development, proposal organization, and technical and management volume lead capabilities.Experience as Lead Proposal Solution Architect for sizeable federal IT opportunities.Strong and in-depth technology skillset capable of researching and learning skills to support emerging technologies and methods, e.g., DevOps, Cloud, App Dev, Infrastructure Engineering.Bachelor's or Master's in Computer Engineering, Information Technology, or a related discipline.Ability to work in a fast-paced environment and able to multitask.Writing Skills:Excellent technical writing skills bring knowledge and understanding of various technical disciplines into a compliant and well-written proposal, use cases, and white papers.Experience and familiarity with major federal government technical acquisition/procurement strategies and government proposal processes (RFI, RFP, RFQ, IDIQs, BPAs, and Oral Presentations), in a full and open competition environment.Must be able to write technical approach sections and lead technical volumes of proposals, take ownership of the sections, and work with technical teams, if available, to develop responses both internally and with teaming partners.Brings knowledge and understanding of critical federal IT initiatives in agile, cloud, IT modernization, cybersecurity, data analytics, DevOps/DevSecOps, and industry trends.Ability to apply technical knowledge to design and develop complex cloud and applications solutions.Management and Leadership Skills:Brings strong management and organizational skills, an eye for detail, and the ability to meet deadlines.Capable of interviewing and working with technical SMEs to complete technical sections of proposal responses, white papers, and use cases.Must be able to work with varying personalities and work styles across the team successfully.Brings excellent communication and leadership skills to support facilitating and leading technical solution sessions and communicating technical topics to multiple audiences, including management, peers, customers, and non-technical audiences.Support strategic planning and IT development requirements for ITC services.Experience working on Federal Government IT programs, preferably in a leadership capacity.DESIRED:Self-starter with little oversight, able to multitask and be highly organized.Passion for IT, continual innovation, and learning.Experience developing solutions for federal agencies that include DHS and DOJ.WORK ENVIRONMENT AND PHYSICAL DEMANDS:
