Overview:

The

Executive Director

reports to the HTAC Board Chair and is responsible for planning, coordinating, and directing all activities associated with the operation and economic development of the Houma-Terrebonne Airport (HUM) by working closely with all stakeholders in guiding the airport's overall success and building positive relationships with local, city and state business leaders.

Essential Job Responsibilities:

Manages systems according to local, state and federal laws and regulations, and within guidelines of the Federal Aviation Administration (FAA).

Performs marketing efforts and techniques as necessary or directed by the Airport Commission. Represents HTAC and HUM by conducting public relations activities to further relationships with related businesses and tenants.

Ensures support of economic growth by identification and development of cutting-edge technology to attract and support business growth.

Negotiates aviation and non-aviation related leases, has signature authority to extend leases, option renewals or other functions related to HUM leases.

Manages the development, funding, and construction of aviation infrastructure to meet HUM’s needs within budget and on time.

Works with state and federal congressional committees and staff that have a direct impact on the Governor and President’s annual budget submission impacting Emergent Technologies on behalf of general aviation airport operations.

Coordinates with the Louisiana State Delegation and Federal Congressional Committees in gaining their assistance to develop appropriation funding language to support HUM infrastructure processes. Develops presentations, white papers, and memoranda as part of this process.

Provides advice, guidance, direction, and authorization to carry out major plans and procedures, consistent with established policies and includes Airport Commission approval.

Works with Deputy Director to implement and maintain efficient processes for the development and implementation of financial and management policies and procedures.

Operates safe, efficient and cost-effective aviation facilities and services.

Ensures the HUM staff maintains an adequate and sound financial structure and creates and maintains the annual budget. Provides input and assistance when necessary, during the completion of annual audit activities.

Represents HUM and maintains good working relationships with major aviation, customers, governmental officials, the financial community, and the public.

Advises the Board of Commissioners on the implementation of present policies and recommends new policies when necessary.

Establishes, maintains, and ensures an effective system of communication throughout the HTAC.

Manages and resolves employee grievances and/or submits unsettled grievances to the Airport Commission for action.

Responsible for all efforts and duties in managing crewed, uncrewed, or optionally piloted operations on HUM campus.

Represents HTAC and HUM regarding special projects including but not limited to, UAS, LONI, and Regional Emergency Equipment Facility – REEF.

Responsible for performing duties necessary to bring UAS activities to the airport and continue any processes to keep the activities current and up to date. When necessary, executes documents pertaining to UAS efforts.

Expected to travel 20% or more to further the interests of the HTAC.

Attends all meetings (including HTAC and HTAC-Assignment Group meetings), conferences, seminars, pertinent to airport management and supported flight operations.

Follows all safety regulations.

Desired Qualifications:

Education:

Bachelor of Science Degree in engineering or mathematics preferred.

Master's Degree in related field preferred.

Graduation from test pilot school with fixed or rotary wing pilot or engineering experience in experimental/developmental or certification flight test preferred.

Experience:

Ten (10) years of experience in airport operations with five (5) years in a management or leadership role.

Licenses and Certifications:

Commercial Pilot - Certificate/Instrument Rating/or Airline Transport Pilot (ATP) preferred.

Current FAA Part 107 Commercial UAS Operator Certificate or ability to obtain one preferred.

Current FAA Class II Medical Certificate or ability to obtain one preferred.

FAA Airline Transport Pilot (ATP) Certificate - Airplane category multiengine class rating-two (2) years of experience as a PIC in operations under Part 91, 135, or 121 preferred.

Pilot in Command - during either operational or business-related missions preferred.
