The Position

There are currently two vacancies for the position of Principal Human Resources Analyst, one vacancy in the Recruitment, Classification, and Compensation Division and one vacancy in the Benefits and Leave Division of the Human Resources Department.

The eligibility list established from this recruitment will be used to fill other Principal Human Resources Analyst vacancies during the life of the list, including in the Employee Relations and Training Division. The eligibility list established from this recruitment is valid for up to one year from the date established unless the list is extended or abolished by the Human Resources Director.

Under general direction, the Principal Human Resources Analyst performs professional human resources duties and may act as a division head in the administration of one or more of the City’s human resources services, including: equal employment opportunity (EEO); employee/labor relations; benefits and workers compensation; outreach recruitment, testing and selection; classification and compensation; training and professional development, develops, implements and administers assigned program responsibilities; conducts research and analysis of complex technical issues; serves as a technical resource for the City Council, City Manager, City managers and staff; and, performs other related duties as assigned.

Typical Duties

(May include, but are not limited to, those duties listed below.)

Manages the administrative or operational duties of the assigned area or division such as records management, budgeting and accounting, purchasing and contracting, policies and procedures, and performance metrics and workload indicators.

Serves as a consultant by providing information concerning human resources policies, procedures, wage rates and terms of labor contracts to departmental personnel; monitors legislative and legal changes, and ensures City and department compliance.

Manages various systems, non-computerized and computerized systems, including maintaining system/record security and structure, problem solving, and coordination of continuous process and data improvements.

Conducts research and analysis of complex technical issues; evaluates alternatives and makes recommendations for action; recommends and develops new and revised policies and procedures; prepares reports and recommendations for City staff, Council and advisory bodies.

Supervises, directs, trains, and evaluates assigned staff; monitors performance and provides feedback and coaching to employees; encourages accountability, teamwork, and collaboration.

Assists in the development and implementation of department or Citywide goals, objectives, policies and procedures; analyzes and recommends strategies to improve effectiveness of operation.

Represents the Human Resources Department in interdepartmental, interagency and public meetings; serves on committees and task forces as assigned.

Develops and prepares materials for orientation sessions, training classes and other public presentations; makes presentations to members of the public, employee groups and the City Council.

Assists in department budget preparation, analysis and administration; monitors expenditures; approves invoices and purchases.

Conducts preparatory research on contract and bargaining matters for labor negotiations, including surveying prevailing wages, benefits and working conditions, and analyzing labor proposals.

Performs other related duties that may be reasonably expected as part of this classification.

If assigned to Labor Relations

Manages the Citywide Equal Employment Opportunity Program; coordinates and manages equal employment opportunity issues through investigation, counseling, training and mediation; prepares legally defensible reports and analysis of investigative findings including recommendations for action; serves as staff support to the Equal Employment Opportunity committee; serves as liaison between the City and federal and/or state E.E.O. enforcement and compliance agencies.

Analyzes labor market and census data and prepares and maintains workforce analysis statistics and reports.

Conducts or oversees employee exit interviews; maintains termination statistics; analyzes termination statistics and prepares narrative and graphical reports.

Oversight of Training and Development; develops and conducts or oversees training seminars for all City employees regarding various E.E.O. subjects, including sexual harassment and the City’s non-discrimination policy; oversees development of the all-employee annual training calendar.

Acts as the liaison with the CityServe volunteer and internship program, the Volunteer Center and CityServe staff; promotes the CityServe program internally and externally to the City; provides support for the program staff in order to foster growth for and participation in CityServe.

Interprets memoranda of understanding; stays current on local, state and federal legislation affecting public sector labor law; helps oversee and provides counsel and assistance regarding employee relations and organizational matters, including performance evaluations, corrective actions, grievance investigations, and negotiation preparation.

Oversees the evaluation programs for City personnel; provides or coordinates staff training in this area; identifies and resolves staff deficiencies; provides assistance and guidance to departments regarding disciplinary actions and termination procedures.

Plans and coordinates major research or administrative projects; compiles and analyzes data pertaining to personnel program policies and issues; initiates special studies for meet and confer purposes; coordinates cost analysis on negotiation proposals; drafts contract language; administers labor agreements; represents the City in labor and management issues

Conducts investigations and fact finding as required for resolution on employee relations matters.

Provides constructive and timely counsel to supervisors/managers on employee relations issues. Review and edit disciplinary actions for consistency and compliance using appropriate guidelines for written warnings, suspensions, demotions, Skelly responses, grievances, PIP’s and terminations.

If assigned to Benefits and Leaves

:

Manages employee benefit programs, including core and voluntary insurance plans; analyzes benefit plans for cost effectiveness and benefit optimization; monitors and ensures compliance in benefit programs; writes benefit policies, negotiates with providers and serves as liaison between providers and the City; develops operating procedures for effective processing of benefit programs; counsels employees regarding benefits; develops and coordinates employee incentive, wellness, and motivation programs; conducts new employee benefit orientation.

Manages workers’ compensation program; serves as liaison between the City, injured worker and third-party administrator; educates managers on workers’ compensation compliance requirements; develops various types of training materials, provides assistance to the Director on claims review and overall program management.

Manages leave of absence program, ensures CFRA/FMLA/ADA compliance and develops related guides, training, policies and procedures; educates managers on policy and legal requirements; coordinates reasonable accommodation requests made by employees and/or supervisors.

Manages employee pre-employment medical programs including pre-employment physicals and reasonable accommodation.

If assigned to Recruitment, Classification and Compensation

:

Manages the recruitment, testing and selection processes, provides technical consultation and direction to subordinate staff on test construction and administration of the recruitment and selection process.

Helps oversee and provides counsel and assistance regarding organizational structures, and classification and compensation plans.

Provides information and advice to job applicants, City employees and the general public regarding employment opportunities and examination procedures.

Develops and leads outreach efforts to attract qualified under-represented candidates for employment; coordinates City participation in job fairs and other events to publicize City job opportunities.

Oversees and conducts classification and salary studies; responds to compensation and classification survey requests; develops classification structures and job specifications; makes recommendations related to classification and compensation to the Director of Human Resources.

Serves as a technical resource and provides assistance to City staff; develops staff reports and resolutions; prepares correspondence, reports and recommendations for the City Council.

Responds to inquiries from the general public regarding the recruitment and selection process; provides information appropriately; establishes and maintains a customer service orientation within the division.

WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

Minimum Qualifications

The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:

Education and Experience

Bachelor’s degree in human resource management, public administration, business administration, psychology, sociology or a related field and,

Three (3) years of experience performing professional level human resources work, including two years of experience related to the area of assignment, which includes two (2) years supervisory experience.

OR

A High School diploma or GED equivalent and,

Five (5) years of experience performing professional level human resources work, including three (3) years of experience related to the area of assignment which includes two (2) years supervisory experience.

Knowledge:

Principles and practices of public human resources administration, including recruitment, testing and selection, classification and compensation, equal employment opportunity, employee benefits, workers’ compensation, EEO, and employee and labor relations, depending upon area of assignment.

Applicable federal, state and local agencies, laws, codes, and regulations, related to area of assignment.

Research methods and statistical analysis.

Conflict resolution and mediation principles.

Methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar.

Office practices, methods and equipment, including computer and applicable software.

Principles and practices of employee training program design and implementation, depending upon area of assignment.

Methods and techniques of supervision, training coaching, mentoring and motivation.

Abilities:
