Hiring Range:

$142,209.60 – $181,313.60 per year

Kitsap Mental Health Services (KMHS) is seeking a highly skilled and visionary Chief Financial Officer/Chief Administrative Officer (CFO/CAO) to lead and oversee the operations of our Finance, Information Services, and Facilities teams. You will play a critical part in supporting agency growth, operating efficiency, and overseeing campus expansion. As a key advisor to the CEO and an integral member of the Executive leadership team, you will foster a positive, inclusive, equitable culture while demonstrating excellence in financial and administrative leadership. Kitsap Mental Health Services (KMHS) is a nonprofit organization dedicated to providing comprehensive behavioral health services to children, adults, and families. Each year, we serve over 5,600 clients through our inpatient, outpatient, and residential programs. Our team of more than 600 compassionate professionals is committed to offering hope and healing to those in need.

In 2023, we became a Certified Community Behavioral Health Clinic (CCBHC), a designation that reflects our commitment to delivering high-quality care, expanding access to services, and engaging clients and families in meaningful ways. Primary Responsibilities:

Culture

Leading by example, ensures departments proactively support and promote KMHS's Mission, Vision, Core Values, and Code of Conduct policies.

Demonstrates a high degree of personal and professional ethics, while expecting the same of all department leadership and staff. Ensure the Administration team operates in compliance with all financial and legal standards.

Actively participates in the development and implementation of KMHS’ Diversity, Equity, Inclusion and Accessibility strategies.

Financial

Ensures alignment of agency financial strategy with clinical and operational goals.

Oversees the timely development of the annual operating and capital budgets and monitors achievement of agency’s financial goals.

Oversees preparation of financial statements and cash flow forecasts. Ensures financial statements meet Generally Accepted Accounting Principles and audit requirements.

Working with senior leadership team, serves as champion to decrease operating costs, enhance revenue, achieve effective productivity and agency services utilization goals.

Oversees preparation of program profitability and strategic analysis as needed by KMHS departments to support strategic agency decision making.

Provides expertise in the planning and expansion of agency services, in alignment with client needs, agency capacity constraints, and agency revenue growth objectives.

Supports negotiation of Managed Care Organization agreements and reviews and monitors agency revenue contract spending and execution.

In partnership with Director of People Experience, provides financial analysis supporting proposed compensation strategies and employee benefit offerings.

Information Services

Oversees Information Services operations to advance technology innovations, networks, and systems that support network security and improved services.

Oversees electronic health record operations and ensures senior leadership and internal customers have access to timely information that supports informed decision making.

Ensures compliance with the Health Information Portability and Accountability Act (HIPAA) and 42 CFR Part 2 privacy requirements.

Campus Expansion/Facilities

Oversees the operations of the Facilities team, ensuring facilities are maintained in accordance with clinical standards, meeting all required accessibility and safety requirements, and aligned with long-term energy efficiency goals.

In collaboration with the CEO and senior leadership team, leads the operational requirements for the main campus expansion plan including fund development, overseeing construction management activities, and participating in community outreach and engagement efforts.

Oversees development and implementation of the agency’s disaster recovery, business interruption and safety plans.

Oversees the development and implementation of the long-term capital plan.

Leadership

Collaborating with the CEO and executive team, supports implementation of the agency’s short and long-term strategic plan.

Leads and supports key committees and process redesign workgroups.

Selects and retains excellent employees focused on providing high quality service and superior technical expertise. Ensures department employees are empowered to achieve their professional objectives, set high but achievable goals while supporting professional growth and development.

Actively participates in the KMHS leadership meetings, board meetings, community facing events and other committees as necessary and appropriate.

Minimum Qualifications:

EDUCATION:

Master's degree in business, human resources, accounting, healthcare administration, or a related field. 10+ years managing finance, human resources, information services, and/or healthcare administration may be a substitute for education.

EXPERIENCE:

Expert (established expert, 7+ years of experience)

Seven to ten years of progressive leadership experience.

Demonstrated financial and analytical experience including preparation of financial statements and developing and managing complex budgets strategic analysis.

Strong leadership skills at all organizational levels.

Ability to work with staff to promote a culturally competent workplace.

Excellent public speaking and interpersonal skills.

Complex problem-solving skills in individual and group settings.

Demonstrated success leading improvement initiatives.

Knowledge of information systems (such as EHR systems) and data analysis.

High degree of initiative, judgment, energy, discretion, and decision making.

Ability to positively represent KMHS values in the workplace, online, and community.

Preferred Qualifications:

Ten or more years of progressive financial leadership and experience in healthcare or a community-based mental health facility.

Certified Public Accountant, Juris Doctor and/or Six Sigma or similar certifications.

Behavioral Health facility construction management and fund development activities.

Understanding of the unique needs and challenges faced by healthcare organizations and healthcare accreditation and/or Certified Community Behavioral Health Clinic standards.

Equipment Operated:

Standard office equipment, including laptop computers.

Work Environment:

Frequent mobility and/or sitting required for extended periods. Working occasional nights and weekends may be necessary.

Mental/Physical Requirements:

While performing the job duties, the employee is required to walk, sit, use hands and fingers, reach with arms, talk, or listen. Peripheral vision is also required.
