NATURE OF WORK
Under limited supervision, plans, coordinates, and manages the operations and activities of the Franklin County Planning and Zoning Division, Addressing Division and GIS Mapping; develops and implements planning programs; provides planning recommendations; supervises assigned personnel.

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
Interprets the Unified Land Use regulations; reviews, researches, and approves subdivision applications; reviews final subdivision plats for compliance with all regulations; reviews and approves subdivisions.
Monitors and maintains compliance with State mandates and County policy and growth objectives regarding planning, permitting, and development; reviews and revises Unified Land Use Regulations and Master Plan.
Provides information and assistance to developers, the general public, the media, County Floodplain staff, and outside agencies related to planning and zoning policies and ordinances.
Prepares and administers the Department’s budget; monitors departmental expenditures; reviews and approves purchase orders.
Supervises, trains, and evaluates the performance of assigned personnel; monitors staff for compliance with departmental policies, procedures, and regulatory requirements.
Responds to inquiries and provides technical guidance and assistance to departmental staff.
Conducts and/or supervises the work on land use projects; prepares and provides planning recommendations.
Meets with the public regarding planning projects and/or the implementation of development code.
Coordinates with outside consultants regarding project planning and/or permitting.
Attends various meetings, presents reports, and provides administrative support to the Planning and Zoning Commission, County Commission, Board of Zoning adjustment, and other Councils and Committees; makes recommendations to boards concerning subdivisions, Conditional Use Permits, Variances, Appeals, and Rezoning; drafts Commission orders.
Manages addressing functions including the assignment of addressing and naming of roads.
Prepares and maintains a variety of departmental records, reports, and documents.
Performs other duties as assigned.
WORKING ENVIRONMENT / PHYSICAL DEMANDS:
Work is performed in a standard office environment and involves sitting for extended periods of time, standing, walking, bending reaching, and lifting of objects up to 25 pounds.
EMPLOYMENT STANDARDS:
Bachelor’s degree in Planning, Public Administration, or related field; AND five (5) years of experience in planning or public sector development services, some previous supervisory experience preferred.
Must possess a valid State driver’s license.
KNOWLEDGE AND SKILLS REQUIRED:
Knowledge of:
County and department policies and procedures.
Planning operations, policies, and procedures.
Land use, transportation, and utility planning principles.
County codes and ordinances.
Regulations governing growth management and environmental planning.
Processes for preparing and administering budgets.
