Position Title:

Director of Finance

Classification: Full-time Regular

Primary Purpose:

To develop, plan, and manage all aspects of the accounting functions and the budget process for the City of Lebanon. This includes developing and implementing city-wide financial policies, oversight and investment of city funds, oversight of the comprehensive annual financial report, forecasting and debt management, and preparing and evaluating the financial implications of economic development projects.

Supervision:

Under the general direction and supervision of the City Administrator with wide latitude for independence in judgment and procedures; supervises department professional, technical, and administrative support personnel both directly and indirectly.

Description of Work:

Essential Functions:

Assists the City Administrator with strategic planning.

Serves as the Financial Officer for the City and Financial Policy Advisor to the City Administrator ensuring sound financial operations of the City government.

Plans, coordinates, and directs all activities of the Finance Department, including accounts payable, accounts receivable, payroll, financial reporting, and asset inventory.

Assists in the development of the City’s operating and capital budgets under the direction of the City Administrator in partnership with senior management.

Manages and supervises finance operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates, and evaluates assigned staff; reviews progress and direct changes if needed.

Monitors revenues and expenditures to ensure sound fiscal control; establishes and maintains internal control procedures to ensure that appropriate standards and procedures are maintained.

Oversees and participates in the preparation of the City’s comprehensive financial report; develops and updates the City’s long term financial plan including financial analyses for the City; ensures compliance with local, State and Federal laws, codes and ordinances; and coordinates with other departments and agencies as needed.

Directs the preparation of State and Federal reports, including tax reports.

Oversees preparation of all financial reporting and statements for City Council.

Assist in administering and marketing City bonds, notes, and City debt in all forms.

Administers risk management and general liability/property insurance property programs.

Reconciles bank accounts to the General Ledger.

Posts and reconciles all financial and accounting ledgers.

Prepares, analyzes, and interprets financial reports and/or studies.

Plans, directs, organizes, prepares, and coordinates annual audit and implementation to include internal controls compliance and tracking systems.

Ensures that the City complies with GASB using the latest Governmental Accounting Standards Series and other City policies.

Important Functions:

Attends conferences, seminars, workshops and other training for professional development purposes.

Utilizes computer software applications.

Develop and maintain working relationship with Finance professionals and others providing services for the City.

Performs related work as required.

Qualification Requirements:

Any combination of education, training, and experience providing the following knowledge, skills, and abilities:

Knowledge

Considerable knowledge of the principles, practices, and methods of professional accounting and auditing; governmental accounting; municipal budgeting, personnel administration and public administration; statistical research methodologies and cost-benefit analysis; and general organizational structure, functions and operations of municipal government.

Abilities

Ability to read and comprehend city, state, and federal regulations and municipal financial reports; and analyze accounting and administrative records relating to municipal government financial transactions. Ability to prepare clear and concise reports; communicate effectively, orally and in writing; model and facilitate a working environment that encourages awareness and respect for differences among employees and citizens; perform effectively as a member of a team in carrying out the City’s stated mission and philosophy; ability to establish and maintain harmonious and effective working relationships with the City officials and representatives of private business and public agencies. Exercise diplomacy and judgment while maintaining confidential and sensitive information. Perform the essential functions of the job without posing a direct threat to the health and safety of others.

Experience, Education, and Training

Possession of a bachelor’s degree in finance, accounting, or a closely related field with a minimum of 5 years of professional experience in an appropriate position that must include supervisory and management level experience preferably in municipal government/fund accounting or not-for-profit finance or accounting. A master’s degree and a CPA is highly preferred.

Physical Requirements

Performs bending, sorting, kneeling, and reaching both ground level and overhead as required for such tasks as retrieving files; lifts and carries up to 20 pounds; pushes and pulls 25 pounds; must be able to hold and grip objects; may be subject to sitting for long periods of time; ability to operate a computer keyboard.

Working Environment

Indoors with heating and cooling regulated in a general office environment.

Licensing/Certification

Incumbent must possess a valid Missouri Motor Vehicle Operator’s License in order to operate a vehicle for the purpose of completing job duties depending on assignment. Licensed CPA certification is preferred.

Miscellaneous Requirement

Must be able to successfully complete an intense background investigation and pre-employment drug test. Must submit to periodic drug testing as required by applicable law.
