The Chief Information Officer (CIO) directs the planning and implementation of enterprise IT systems in support of business operations to ensure reliability, security, service quality and cost effectiveness in a collaborative, customer-focused leadership style that works effectively across departments and functions to increase efficiency, improve customer service, and contribute to business and performance objectives.

Job Summary:The CIO is accountable for daily operations of technology and technology-related systems and in providing ongoing service to internal staff as well as other stakeholders.The CIO is the Business Owner of the Business Intelligence services at Merchants Bank. This includes governance (BI Steering Committee), maintaining the data warehouse, and working with key vendors (KlariVis) and Microsoft tools (i.e. Power BI) to deliver the needed data and analytics to the business for it to make properly informed business decisions.

The CIO is the leader of the project review and approval process for Merchants Bank. This includes leading the governance (Project Priorities Committee), overseeing the project and business approval process for new initiatives within the bank. The CIO is responsible for working with the Risk Department Director of Information Security to coordinate all aspects of the organization’s information technology and systems, including information and cybersecurity.

Work location:Primary work location will be full-time at our main branch and operations located in Winona, MN with light travel to branch locations and relevant conferences.

Essential Responsibilities:

PlanningParticipate in strategic and operational planning processes of the organization as a member of the Executive Leadership Team.Lead IT strategic and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment and management of current and future IT resources and systems across the organization.Oversee governance and direct project management within the Company to develop project proposals, risk and business cases for organizational projects and initiatives.Define and communicate corporate plans, policies and standards for the organization when acquiring, implementing and operating IT systems.Provide high quality day-to-day operations of technology and technology-enabled business functions.Create state of the industry dynamic security practices across the IT department and bank.

OrganizingDevelop and maintain an appropriate IT organizational structure that supports the organization’s needs, including information and cybersecurity.Approve, prioritize, and control projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems.Deliver technology in an operationally sound manner.Chair the IT Steering, BI Steering, and Project Priority Committee(s).

StaffingAs a representative of the Executive Leadership Team, has primary responsibility for meeting Leadership culture expectations and representing such in alignment with the Company’s culture and value systems in setting an example for the IT Team.Responsible for all functions of personnel management of department employees and able to motivate a team-oriented, collaborative environment.Responsible for and to the employees that are direct reports and held accountable for their performance.Responsible for all staffing issues including hiring, firing, salary administration, etc., with the IT Department, operating within the salary administration guidelines for MFGI.Participate in employee performance evaluations ensuring maintenance of employee morale, efficiency, development, and overall performance management.

DirectingKeep current with trends and issues in the IT industry, including current technologies, best practices and costs/investments and advise, counsel, and educate executives and management on their competitive or financial impact.Work with the Risk Department to coordinate the development and execution of an organization-wide IT disaster recovery and business continuity plan.Act as an advocate for the organization’s IT vision.Assess and make recommendations on the improvement or re-engineering of the IT department.Promote and oversee strategic relationships between internal IT resources and external entities and outsourced service providers.Stay at the forefront of technology innovation, IT risk and security issues facing the industry.

ControlIdentify opportunities for the appropriate and cost-effective investments of financial resources in IT systems and resources.Develop, track, and control the IT annual operating and capital budgets.Responsible for ensuring compliance with legal and regulatory requirements in the exam domain areas of data confidentiality, data integrity, data availability (business continuity planning), vendor management and IT management in coordination with the Risk Department.Review hardware and software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale.Provide Company employees with top quality, consistently available computer service, support training, and maintenance of all computer systems used throughout the organization.Ensure continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT systems performance and their providers.Coordinate with the Risk Department to maintain security standards appropriate for the bank’s size and complexity.

Required Education, Experience, and Skills:A minimum of 15 years of information technology experienceA minimum of 5 years proven success managing and/or directing an IT operationA minimum of 5 years working in the financial services industry.Relies on extensive experience and judgement to plan and accomplish goals and performs a variety of tasksExperience in strategic planning and executionSubstantial exposure to data processing, hardware platforms, enterprise software applications, and outsourced systemsGood understanding of computer systems characteristics, features, and integration capabilitiesProven success with systems design and development from business requirements analysis through to day-to-day managementProven experience in IT planning, organization, and development.Excellent understanding of project management principlesSuperior understanding of how to balance the organization’s goals and objectives with technology best practices.Demonstrated ability to apply IT in solving business problemsIn-depth knowledge of applicable laws and regulations as they relate to ITAbility to set and manage priorities judiciouslyExcellent executive-level written and oral communication skillsExcellent interpersonal skillsAbility to present ideas in business-friendly and user-friendly languageExceptionally self-motivated and directedKeen attention to detailSuperior analytical, evaluative, and problem-solving abilitiesExceptional service orientationAbility to motivate in a team-oriented, collaborative environmentPhysical Demands:The physical demands described here are representative of those which must be met by an employee to successfully perform the essential functions of this job.
