This is an exciting opportunity to lead a 7-person financial team that provides accounting, budget, procurement, and general services functions for Missouri’s Department of Economic Development (DED). You will be an integral part to ensuring all DED staff receive top-quality fiscal management support. Responsibilities:

Supervise, coach, and inspire success of Department’s 7-person fiscal and general services team, ensuring team members have adequate performance expectations and professional development support.

Ensure Department’s accounting function processes $2.2B in grants, procurements, and expenses with accuracy and excellence, supporting and supervising accounting staff, overseeing financial document processing, conducting expenditure reviews, and preparing cost allocation plans.

Oversee Department’s budgeting function, supporting and supervising the Budget Administrator, ensuring strong budget development processes and successful budget hearings.

Advise Department’s Director and division leaders on fiscal strategies and other financial matters, conducting monthly fund analysis and ensuring compliance with state and agency fiscal policies.

Serve as Department’s chief fiscal representative with legislative and Office of Administration fiscal stakeholders, assisting with audits and annual reports.

Oversee general services functions, including mailroom, facilities leases, and agency vehicles, supporting and supervising the General Services team member.

Perform other related work as assigned.

Minimum Qualifications:

At least nine years of relevant experience in accounting, budgeting, and fiscal management, along with a Bachelor’s degree in Accounting, Finance, Business or Public Administration, Management, or a closely related field.

Ability to establish and maintain trust and working relationships with inter-departmental leaders and external stakeholders.

Excellent interpersonal and written communication skills.

Demonstrated learning orientation towards building skills in new concepts and methods.

Strong proficiency in Microsoft Excel and other MS Office products.

Ability to demonstrate regular and reliable attendance.

Preferred Qualifications:

At least 2 years of experience effectively leading and developing fiscal staff, maintaining knowledge of state’s financial systems, and working in procurement and contract management.

Experience with Government Auditing Standards, cost allocation principles, and OMB Circulars.

Experience in developing short and long-range plans that meet established objectives.

Experience managing complex projects and improving processes.

Training or certification in continuous process improvement programs is preferred.
