JOB SUMMARY : Reporting to and under the general direction of the Vice President of Administration & Finance, the Director, Human Resources is responsible for the daily management and operation of the Human Resources Department for the University. The Director will coordinate the activities of and provide direction to staff in the talent acquisition, talent management, compensation, HRIS, analytics, and administration areas. The Director will also assume a lead role in the design, communication and administration of Human Resources programs, policies, and plans.

RESPONSIBILITIES:

Ensure Human Resources activities and programs are properly, timely and professionally delivered to the University.

Supervise, train, evaluate and ensure Human Resources staff compliance with policies and procedures governing Human Resources. Ensure alignment between internal staff departments and HR.

Review Human Resources related federal and state guidelines and regulations to ensure University compliance.

Create the development of strategic Human Resources plans, goals, policies and resource allocation.

Provide guidance, interpretation and explanation of Human Resources policies, procedures and matters to University staff. Assist University staff in resolving Human Resources issues.

Oversee the talent acquisition process to include approval of salaries for recruitment, consultation with hiring managers on recruiting strategies, incumbent salary adjustments, and the smooth onboarding of new hires.

Guide new initiatives surrounding leadership development and learning.

Oversee the proper administration of job classifications, employee compensation and the appropriate interpretation of union compensation.

Ensure correct coordination of timesheet approvals with the Payroll Department and proper operation of time & attendance administration.

Manage all Human Resources systems including PeopleSoft, Taleo and the Applicant Tracking System. Lead HRIS projects and liaison with Information Technology on upgrades and resolution of IT issues.

Oversee day-to-day office activities involving employee relations and complaints, sexual harassment claims investigations, FMLA, ADA accommodations and resolution to other employee related issues.

QUALIFICATIONS:

Master’s degree in Human Resources Management or related field, or a Bachelor’s degree and significant experience and training/certification in Human Resources area.

Seven years of progressive, professional experience over a broad array of Human Resources functions.

Familiarity with Human Resources law, regulations, practice and theory.

Demonstrated success managing/supervising professional and clerical staff and managing budgets.

Ability to manage large and/or complex projects and complete deliverables.

Superior interpersonal skills with demonstrated ability to establish and maintain cooperative working relationships with colleagues and senior staff.

Superior oral and written communication skills.

Excellent analytical, problem solving and conflict resolution skills.

Ability to obtain and analyze data, derive conclusions from data, and take appropriate action based on evidence.

Excellent organizational skills with the ability to multi-task and exercise sound judgment.

PREFERRED:

Work experience in the public sector or in higher education is highly desirable.

Professional experience working in a unionized environment.

Human Resources Certifications such as PHR, SPHR, or law degree.
