9/27/24The Counselor II provides compassionate and trauma-informed mental health and addiction counseling services. This position interacts with a multidisciplinary team comprised of counselors, parole officers, mentors, and employment specialists. This position will primarily serve clients in criminal justice diversion or reentry Outpatient Services, particularly those who have been referred through the Multnomah County STEP Court.Education, Training and Experience:Certified Alcohol and Drug Counselor (CADC I) certification required at time of hire or;Qualified Mental Health Associate certification with MHACBO, or meets QMHA minimum qualifications per the Oregon Administrative Rules; orA bachelor's degree and;An existing registration with MHACBO as a CADC I candidate or the ability to register with MHACBO as a CADC I candidate within 30 days of hire, and;The ability to obtain CADC I certification within 24 months of registering with MHACBO as a CADC I candidate.Competencies:Excellent communication skills, oral and written.Mission-focused and passionate, with an emphasis on serving high-risk populations using evidence-based practices.Organizational and time management skills.Skilled in provision of individual and group counseling using respect and compassion.Ability to write accurate and concise reports using an electronic medical record while meeting tight deadlines.Well-developed clinical documentation skills and a strong commitment to quality management.Ability to work independently and as a member of a team.Highest level of ethical and professional standards.Knowledge and skills to deliver culturally competent services and work effectively in multicultural and diverse socioeconomic situations.Proficient in Microsoft Office (Word, Excel, and Outlook) and electronic health records (EHR's).Familiarity with or ability to learn Feedback Informed Treatment.Additional Eligibility Requirements:Ability to pass a criminal background check.Reliable vehicle, active driver's license, current insurance and ability to pass insurance driving standards are required.Essential Duties and Responsibilities:Provide culturally-informed individual and group counseling services congruent with evidence based treatment models.Conduct substance abuse assessments, substance abuse diagnoses and make client placement decisions using standardized instruments, ASAM, and DSM criteria.Identify client mental health concerns for referral and further assessment. If the employee is a Qualified Mental Health Professional, the expectation is that he/she will conduct mental health assessments and make diagnoses using DSM-V TR criteria.Develop individualized treatment plans for re-entry individuals in consultation with the client, the client's family (when appropriate), and representatives of community partners.Complete and maintain, in electronic medical records, accurate and timely treatment documentation including progress notes; treatment plans; court reports; assessments and summaries; and termination summaries.Other Responsibilities:Attend and participate in Counseling Meetings, Group Supervision, Dual Diagnosis Group Supervision, and individual clinical supervision.Assist in program development.Other duties as assigned.Supervisory:
