It is with this in mind that we seek to improve by championing quality and efficiency through a dedicated workforce and cooperative spirit.The City of Takoma Park, Maryland, is seeking an experienced Community Development Manager of Planning and Development with strong leadership, communication, and project management skills. Our planning sta is small and plays an important role in the City's eorts to improve the quality of life of its residents through the implementation of policies that support dynamic, multi-modal transportation systems, vibrant and equitable public spaces, and mixed-use development.This position is responsible for coordinating the work of the City's Planning Division, including long- and short-term planning, neighborhood revitalization, transportation programs and services operations. The work consists of varied administrative, supervisory, and management duties. The necessity of coordinating activities with a variety of internal departments and external agencies contributes to the complexity of the position.Current planning projects of the division include: the implementation of a community-wide public space management plan; pedestrian and bike safety projects; development and implementation of comprehensive, equity-focused community engagement strategies, and site plan review of new and ongoing redevelopment projects.The successful candidate will have an opportunity to initiate projects, identify funding options, and work collaboratively with other departments and agencies on projects that advance local and regional development goals.

Typical Duties:* Coordinates, organizes, and manages the work of the Planning Division; develops short- and long-term goals; coordinates projects and programs; develops division budget proposals and manages approved funds.

* Hires, trains, assigns, directs, supervises, evaluates and disciplines division personnel.

* Manages planning and community development projects; identifies needs; develops and implements strategies; administers grant programs; coordinates with community partners and other departments.

* Manages assigned projects and programs; performs research and analysis; identifies needs; develops and implements appropriate strategies and programming; coordinates with community partners and other departments.

* Develops budget proposals; manages approved funds; monitors assigned contracts; processes payments; monitors annual budgets; identifies funding opportunities.

* Provides support for the City Council, the City Manager, and other departments; performs research, analysis, and mapping functions as needed.

* Provides support and technical assistance to local businesses and property owners as well as to business associations; assists in identifying funding opportunities; shares best practices.

* Works with county, state and federal agencies to coordinate and advance local and regional initiatives and shared housing, community development and transportation goals.

* Conducts community outreach and educational activities for divisional programming; develops materials and campaign strategies; updates websites and coordinates social media.

* Performs related duties.Knowledge & Skills:* Knowledge of community and economic development and planning principles and practices.* Knowledge of budget development and management principles and practices.* Knowledge of grant development and management principles.* Knowledge of research, statistical analysis, and report preparation principles.* Knowledge of relevant federal, state and county laws, City ordinances, and department policies and procedures.* Skill in management and supervision.* Skill in problem solving.* Skill in prioritizing and planning.* Skill in interpersonal relations.* Skill in oral and written communication.

In addition to these qualications listed above, highly competitive candidates may have:Knowledge and level of competency commonly associated with the completion of a masters degree in a course of study related to the occupational field.Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require six years of related experience.Possession of or ability to readily obtain a valid driver's license issued by the state in which the employee resides for the type of vehicle or equipment operated.Knowledge of Geographic Information System (GIS) principles and practices;Fluency in Spanish or Amharic preferred.

The wage for this position is expected to be between $92,942.80 and $109,481.87.
