Eagle Health Analytics, LLC is working with CDC to provide all offices and branches located within the structure of the CDC DFWED OD with health communication and analytical support for DFWED missions and goals.TASK:

The Communication Specialist (CS) provides communications support services to satisfy the overall operational objectives of the Division of Foodborne, Waterborne, and Environmental Diseases (DFWED). The primary customers will typically be Division level staff members and managers/supervisors, inclusive of DFWED. It may also include services to broader organizational units within CDC for cooperative efforts with DFWED. The Health Communications Specialist may be required to work independently on projects requiring research and preparation of written materials, briefing charts, and presentation materials. The following functional areas are:Update and create new materials for electronic and print publication for public health professionals, health care professionals, and consumer audiences on topics including food safety, foodborne disease, waterborne disease, and fungal diseases. This role includes identifying and recommending content updates or new information for communication materials (e.g., fact sheets, newsletters, web pages, social media, and slide presentations), with a focus on writing and editing using plain language guidelines, coordinating clearance across internal and external stakeholders, and working closely with graphic design staff on layout.Update and create new materials for internal communication on topics including division accomplishments, news, personnel changes, workplace policies, and other topics. This role includes identifying and recommending content updates or new information and soliciting input from division staff for internal communication materials (e.g., internal newsletters, internal division website).Provide technical assistance on communication needs, including sharing CDC resources at educational or stakeholder conferences through exhibits, posters, and presentations, as deemed appropriate and necessary by CDC staff, and providing support for division meetings, including planning agendas, creating slides, and providing technical support during web-based and in-person meetings.Provide assistance with division web work by reviewing new web requests for required materials and clearances, triaging with web developers, liaising with web request system developer to make improvements, reviewing web content, addressing technical issues with web request system, and assisting users with submitting web requests, as needed.Establish and maintain working relationships with federal, state, local, tribal, and territorial partners, health officials, scientists, partners, stakeholders, and community representatives.Develop positive, effective relationships with senior level officials and scientific experts to determine and negotiate appropriate content updates and assist senior communication staff in developing agendas/materials for division meetings.Review materials available for targeted audiences in collaboration with CDC staff and assist in the identification of gaps in existing materials. Ensure health communication products are targeted or tailored for diverse audiences.Demonstrate tact, skill, and professionalism in interactions with internal staff, other CDC divisions, partners, and other stakeholders. Provide prompt follow-up on inquiries, requests for information, clearance requests, and other needs. Serve as a bridge between internal/external subject matter experts and the communications team, bringing valuable input to/from both parties.Compile and analyze metrics and other program evaluation data, collecting data from a variety of sources, including web, social media, meetings, and newsletters, and presenting in a cohesive, organized format.Identify topics or materials in need of formative or summative research and work with CDC staff to develop research questions and incorporate research findings into communication materials.Use CDC’s Clear Communication Index and plain language principles in creating and reviewing all communication products.Ensure that communication materials comply with Section 508 accessibility provisions, including performing initial 508 remediation on documents and communication materials.Comply with federal recordkeeping requirements, including storing final versions of all communication products, photos, videos, and other electronic, digital, or written communication materials, on division shared folders.Manage and coordinate social media including writing and developing content, a content calendar, editing/reviewing existing content, and coordinating posting on CDC channels.Stay abreast of social media best practices by attending meetings with experts and/or regularly assessing updates to social media channels. Summarize these best practices and changes in email updates and presentations for CDC staff.Create and distribute external newsletters through the latest newsletter software program at CDC. Stay abreast of the latest changes and updates to newsletter software.Provide emergency response surge capacity support if an activation, outbreak, or emergency occurs, assisting with crisis communications during the response and recovery. This work will include providing surge support to NCEZID and CDC staff in emergency or crisis communications, developing communication products and strategies as part of an CDC’s response to an urgent public health situation, event, or outbreak, such as Ebola or Zika. The Contractor may be asked to work in the location of CDC’s Emergency Operations Center on campus in Atlanta and provide communication support (e.g., PowerPoints, key messages, Q&A documents, one-pagers, web site content, webinars, news media response, or social media activities) related to a CDC response or activation in one of NCEZID’s topic areas.Develop and disseminate timely, high-quality scientific and public health information products to the public, target audiences, media outlets, and internal DFWED staff, including support for emergency activations and/or urgent outbreak situations. Develop dissemination plans to ensure messages meet communication objectives and audience needs, are consistent, and could be disseminated rapidly through appropriate channels to reach target audiences. Develop and utilize a variety of channels to disseminate information. Track and report on dissemination metrics and results and make adjustments and improvements to dissemination based on results.Provide digital communication services compliant with CDC safety and security standards. Identify digital assets that appear on old Web pages, in digital media kits, on social media, or in other digital forms, such as photographs and videos (including b-roll) representing CDC's focus areas or CDC's work in the field or in CDC facilities and laboratories, and remove any noncompliant images and replace images with cleared, compliant images.REQUIREMENTS:

This task is based from CDC’s Roybal Campus; however, full-time telework is expected. Expertise with social media including creating/posting/monitoring. Knowledge of scientific and plain language writing required.
