Summary

The City of Charlotte is seeking a seasoned professional with a strong legislative background to serve as a senior level advisor to the City Manager and the Mayor and City Council. This position serves an instrumental advisory and reporting role to the City Manager regarding policy issues, strategic initiatives, and legislative proposals.

Major Duties and Responsibilities

Responsible for providing in-depth policy research and analysis on federal, state, and municipal legislation.

Develops and maintains effective working relationships with members of the City Council, Mayor’s office, other elected or appointed officials, city department heads and key staff, and private sector representatives.

Leads in the development of the city’s federal and state legislative agendas by working closely with Mayor and City Council, City Manager, department heads, and others.

Collaborates with other governmental entities, quasi-public sector agencies and private sector organizations to maximize efforts and influence legislative outcomes.

Collaborates with city departments in formulating, developing, submitting, and advocating for competitive grant requests.

Prepare and files legislative liaison and lobbying principal reports with the North Carolina Secretary of State.

Good working knowledge of databases related to legislative affairs.

Works independently and exercises a large degree of discretion and judgment.

Frequent travel within North Carolina and in Washington, D.C.

Preferred Qualification

5 years of progressively responsible experience in working with city, county, state, and federal legislatures, local elected officials, department heads, and other key managers.

Experience with the North Carolina General Assembly and knowledge of the NCGA processes, procedures, and timelines.

Minimum Qualifications

Bachelor’s level degree and seven years relevant experience, or Master’s level degree and five years relevant experience.

Salary

Commensurate with experience.
