Job Summary
Manages procurement processes and accounts payable for the USM Physical Plant’s $14.9 million operating budget, as well as multi-million-dollar construction projects. Manages all Physical Plant p-card distribution and transactions. Manages the payment of monthly utility bills for the entire university campus. Assists the Business Operations Manager with final reporting. Maintains the Energy Management department’s monthly payment and consumption information for IHL reporting purposes. Assists the Business Operations Manager with job postings, employee in- and out-processing, uniforms, and financial reporting.
Primary Duties and Responsibilities
Maintains invoices for over 165 standing purchase orders, open purchase orders, and processes vouchers for payment of all purchase orders. Ensures that all proper documentation is obtained according to state purchasing requirements before requisitions for purchase order are entered into the system; including but not limited to Advertisements for Bid, Bid Tabulation Sheets, Signed Contracts, etc. Monitors and researches all vendor statements for past due invoices.
Pays all utility bills in a timely manner and records consumption data for use by the Energy Management department, reporting and researching any discrepancies.
Maintains pcard distribution to Plant personnel and reconciles transactions, ensuring proper account coding. Requests and receives special checks for both accounts payable and payroll and disburses with appropriate documentation. Prints, distributes, and reconciles monthly detail reports (MDRs), and monthly signature reports for P-Cards[MR1].
Updates Job listings and posts in public-accessible places, accepts properly completed applications for currently posted Physical Plant positions, and maintains files on each posting and employee. Manages uniform ordering and distribution for approximately 150 Physical Plant employees, including review and allocation of vendor invoices to each Physical Plant department for their weekly uniform charges[MR2].
Maintains Certificates of Insurance (C.O.I.) for vendors.
Processes Physical Plant Scholarships in Academic Works.
Performs other duties as assigned including administrative duties for trade superintendents.
Minimum Qualifications
Associate’s degree from an accredited college or university and 2 years’ experience with accounts payable, state purchasing laws, or office management or equivalent combination of education and experience.
Knowledge, Skills & Abilities
Skill in completing assignments accurately, with speed, and with excellent attention to detail
Results-driven to accomplish individual and team goals and meet deadlines
Ability to handle confidential information with discretion
Ability to effectively use computers and computer programs including, Microsoft Word, Excel, and Outlook
Ability to respond to common inquiries or complaints
Ability to work cooperatively with others and accept direction from supervisors
Ability to apply common sense understanding to carry out instructions
Skill in using mathematics to solve problems
