What The Role IsThis newly established position will preside over the management and verification function for Clearway to claim tax credits under the Inflation Reduction Act (“IRA”). Specifically, this individual will liaise across the Clearway enterprise to ensure that Clearway fully meets the IRA’s various requirements for the generation of investment tax credits (“ITC”) and production tax credits (“PTC”), including the necessary recordkeeping and data analysis/monitoring obligations. This position will report to the Manager, Credit Entitlement of Tax.

What You'll Be Doing

Maintain an understanding of the IRA’s key provisions, issued guidance implementing these provisions and emerging “market” interpretations, principally concerning Domestic Content (“DC”), Energy Community, Prevailing Wage & Apprenticeship (“PWA”), and Tax Credit Transferability Requirements.

Ensure necessary compliance (including documentation support and review processes, such as the monthly review of payroll information for PWA purposes) with the IRA requirements both during construction and for relevant periods post-completion with respect to “alteration and repair” work.

Ensure that all project related procurement and O&M documentation contains necessary compliance and recordkeeping provisions.

Assist the business with evaluating which manufactured components used in projects should be “domestically” sourced in connection with seeking any additional credits concerning domestic content.

Coordinate with the Contractors, Procurement, Construction, Operation and Maintenance, and HR departments to identify, collect, verify, and review necessary information for tax credit compliance associated with base credits (including the beginning of construction, valuation information, PWA exemptions, or PWA compliance information), and DC and Energy Communities additional credits.

Monitoring completeness of recordkeeping (and any potential non-compliance gaps) with regards to records retention and particularly concerning the PWA requirements to cure any identified defects.

Coordinate with the tax compliance team on preparing necessary information for the pre-registration process of entities (including annual submissions) for tax credit transfers and with the preparation of “minimum documentation” packages required to be provided to tax credit transferees.

Monitoring process and reporting regime that monitors the necessary requirements for each relevant transaction and the status/requirements of all relevant agreements.

Work with 3rd party provider to establish workflows to monitor Prevailing Wage and Apprentice compliance as it relates to contractors.

Train internal and external workforce on IRA’s key provisions.

What You'll Bring

Bachelor's degree in Finance, Business, Economics, Accounting, or a related field.

5 years of experience with administrative and/or compliance matters, demonstrating a continued track record of advancement and growing responsibility.

Familiar and comfortable in navigating ambiguous situations to arrive at pragmatic solutions that address the needs of multiple internal stakeholders.

Strong understanding of financial, tax, and accounting concepts.

Advanced Microsoft Excel skills.

Strong communication and presentation skills, particularly in conveying complex rules and requirements to more general audiences.

What Would Be Nice

Proven skills in overseeing complex administrative and organizational business needs – the ability to be a self-starter with low levels of day-to-day supervision is a plus.

Experience with Davis Bacon Act compliance and with construction-related activities is preferred.

Experience working in a financial institution, independent power producer, energy strategy, or similar enterprise is preferred.

Clearway will not sponsor nonimmigrant visas for this position (H-1B, TN, E-3, etc.).

Salary Range Across all U.S. Locations:

$80,000 — $100,000 USD
