Job DescriptionThe Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

The Office of Human Resources Solutions (HRS) is the central human resources department of the Department of Social Services, the Human Resources Administration, and the Department of Homeless Services (DSS-HRA-DHS) that supports the human resources needs of the agency through strategic partnership and collaboration, with the goal of creating an inclusive, motivated, and client-centered workforce. Using a strategic approach and defined goals and objectives, HRS's mission is to provide DSS-HRA-DHS programs and employees with the most effective human capital tools and resources to realize their goals.

The Human Resources Solutions (HRS)/Office of HR Partnerships is recruiting for one (1) Deputy Assistant Administrator for Personnel Administration & Labor Relations M-II, to function as the Director of HR Partnerships, who will:

Assist the ADC in planning, managing, and administering the operations of the HR Partnerships unit. This position will be responsible for directly managing a team of Human Resources Business Partners (HRBP’s) and Deputy Human Resources Business Partners, and providing human resources technical advice and guidance to the HRBP’s in the handling of all matters pertaining to the various aspects of the HRBP role, including hiring, terminations, budget, headcount, classification, staffing, compensation, employee relations, labor relations, etc.

Assist the ADC in monitoring and maintaining all unit functions within the HR Partnerships unit to ensure they are in line with agency goals and regulatory requirements, and ensure policies, procedures, and systems comply with Federal, State, and City rules and regulations.

Prepare, review, and submit reports on critical staffing needs and vacancies with recommendations and solutions as requested by the ADC, Senior Deputy Commissioner, or Chief People Officer.

Prepare periodic reports for City Hall, agency administration, and program leadership regarding staffing requests, various personnel actions, and staffing deliverables with timelines.

Assist the ADC in overseeing and managing the flow of all human resources activities between the HRBP’s and their respective Chief’s organizational structures, while ensuring diligent programmatic support and that program area staffing needs and agency goals are efficiently and expeditiously met.

Assist the ADC in recommending and developing solutions for employee relations conflicts, interunit workflow and business process improvements, and in addressing escalations and directing priority items, in addition to developing ideas in an effort to improve departmental and organizational structures and strengthen interunit partnerships.

Thoroughly review and audit the submissions of monthly Pre and Post Audit Planned Action Reports (PAR) prepared by the HRBP’s, ensuring that the PAR submissions conform to all Mayoral directives and OMB guidelines.

Assist the ADC in identifying, analyzing, and reviewing the impact of existing and/or new policies, procedures, and practices to ensure adherence and uniform implementation by the HRBP’s.

Assist the ADC in formulating strategies and suggest changes or improvements to current business plans, policies, and procedures. Plan and implement the goals, objectives, and strategies of the HR Partnerships unit.

Perform qualitative and quantitative analysis necessary for recommendations and monitoring project performance of the HRBP’s. Prepare confidential and non-confidential summary reports, monthly and ad hoc reports for the ADC to inform HRS and agency leadership of all HR issues and concerns.

Perform monthly audits of the budget and headcount analysis, staffing and process logistics, draft specifications for Comprehensive Personnel System (CPS) actions, and other types of analysis with designated HRS staff to ensure budget and headcount approval. Advise the HRBP’s of related issues that may impact budgetary and headcount approval.

Minimum QualificationsA baccalaureate degree from an accredited college or university, plus four years of satisfactory full-time experience performing work related to recruitment, personnel relations, staff development, employment program planning/administration, labor relations; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.

Or A four-year high school diploma or its educational equivalent and eight years of full-time experience equivalent to “1” above; at least eighteen months of this experience must have been in a supervisory or managerial capacity; or Education and/or experience equivalent to “1” or “2” above. College credits from an accredited college or university may be substituted for experience based on 30 semester credits for one year of work experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least eighteen months of experience must be in a supervisory or managerial capacity as described in “1” above.

Excellent analytical skills.

Knowledge of civil service rules and regulations, and human resources policies, procedures, and practices.

Ability to effectively multitask and manage competing priorities/projects, determine the priority level of various deliverables, and continuously reprioritize workload based on emerging needs.

Work well under pressure and with tight deadlines and time constraints.

Residency RequirementNew York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
