GENERAL PURPOSE OF POSITION
The Director, Community Engagement Division (“Director”) leads the Community Engagement Division of the Office of Hawaiian Affairs (“OHA” or “Agency”) and is responsible for leading community outreach programs. The Director works closely with the Chief Operating Officer (“COO”) and the Directors of the Advocacy, Communications, and Land Divisions, in particular, to implement OHAʻs strategic, tactical and operational plans and activities, in alignment with Board and Administration policy positions.
ESSENTIAL FUNCTIONS & RESPONSIBILITIES
Strategic Planning and Execution
Anticipates, analyzes and interprets beneficiary opinions, attitudes and issues that may impact (positively or negatively) OHA and its strategic plans, policies and programs.
Works with the COO, CEO and the Board of Trustees (“Board”) to improve communication networks with Native Hawaiian constituencies.
Advises management at all levels on feedback from Native Hawaiian constituencies on OHA programs, policies and plans.
Briefs the COO and/or CEO on external issues, trends, and developments which may have bearing on strategic and operational decision making.
Operations
Oversees development and implementation of community outreach initiatives which inform, involve, and engage Native Hawaiians. Identifies high-priority needs and interests in the Hawaiian community and initiatives that OHA can support to address those needs and interests.
Supports planning and implementation of outreach efforts required in other OHA divisions such as Land, Advocacy and Communications.
Supervises the activities of the Community Engagement Division to ensure that the Program Managers and their respective operational groups comply with the values, principles, ethical standards, and performance standards required by law, as well as those set forth by the Board and/or the CEO. Also ensures Division programs, activities, and communications are aligned with OHA’s Strategic Plan and initiatives.
Sets annual objectives for and evaluates the division’s community engagement program and partnership opportunities, to include budget planning for meeting those objectives.
Ensures that Division staff routinely collaborate to plan, make decisions, and solve problems with other OHA Divisions and Programs.
Ensures that Programs routinely collaborate to plan, make decisions, and solve problems within Programs and across all Divisions and Programs, disciplines, and organizational levels.
Management
Makes hiring and other personnel recommendations to the COO and CEO. Ensures that the Program is staffed with skilled, knowledgeable and experienced individuals, who are knowledgeable about all relevant laws, policies and regulations, and understand their history and impact.
Works with OHA’s COO, Human Resources Department, and the Directors of the Advocacy, Research and Land Divisions to ensure cross collaborative and collective professional development and staff training for personnel.
Ensures that employees within Divisions share information and insights, use collaboration as needed to explore issues and/or solve problems, and demonstrate shared responsibility for program performance. Takes whatever actions are required to positively replace behaviors and/or persons when necessary.
Ensures integration of Strategic Plan elements and performance measures into Division management, employee, and contractor performance reviews and improvement plans.
Performs supervisory tasks, such as leave time approvals, performance reviews, and related employment decisions for the Division.
The Director must fully support in action, language, behavior and performance the priorities, decisions, and directives of the COO and/or the CEO.
Regular attendance on a daily basis is required for this position.
OTHER DUTIES / RESPONSIBILITIES
Performs other duties as assigned by the COO and/or CEO. Frequent travel is required for this position.
MINIMUM QUALIFICATIONS
Education, Training and/or Experience
Graduation from an accredited four (4) year college or university.
Must have at least 10 years of progressively responsible work experience in community outreach or related experience with demonstrated leadership skills.
Successful candidate will demonstrate experience with management of professional staff and responsibility for the development, management, execution and coordination of program policies and activities.
Knowledge, Skills and Abilities
Must have working knowledge of:
Native Hawaiian history and culture, and current Native Hawaiian social, cultural, educational, economic, political, and legal issues and trends.
Appropriate and inappropriate ways for an individual or group to behave in a Hawaiian community setting under varied circumstances (e.g. as a leader, as a follower, etc.) and an ability to evaluate a situation and behave accordingly.
Community development and building methods and approaches.
Must have skills delivering or providing executive oversight in:
Conducting analysis of complex community issues, positions, and trends.
Developing and leveraging community support strategies.
Developing community awareness and support of critical change issues.
Conference development, event planning and project management.
Community relations including resourcing, networking and relationship management.
Speaking and presenting persuasively in public.
