POSITION SUMMARYUnder the direct supervision of the Program Manager, the Senior Grants and Finance Administrator will manage grant-related financial activities while ensuring adherence to Generally Accepted Accounting Principles (GAAP), USG rules and regulations, and Freedom House policies. This role will contribute to reconciliation procedures, general ledger account analyses, financial projections, and collaboration with various departments to optimize the utilization of grant funds.
PRINCIPAL DUTIES & RESPONSIBILITIESFinancial Management:
Execute general accounting tasks impacting month-end close, such as preparing and submitting journal entries, posting expenditures, and conducting monthly account reconciliation.
Generate quarterly SF-425 Federal Financial Reports.
Oversee fiscal management of subgrants as determined by USG rules and regulations, Freedom House policies, and donor requirements.
Perform subgrant closeout functions required by Freedom House policies.
Maintain grant and financial management databases for accuracy.
Maintain grant records following Freedom House internal procedures.
Compliance Oversight:
Review general ledger transactions for accuracy according to compliance and accounting requirements.
Analyze monthly grant performance results to ensure expenditures align with grant budgets.
Monitor compliance for each award throughout its lifecycle.
Reporting and Forecasting:
Participate in monthly and annual budget projections.
Contribute to timely financial analysis for internal and external stakeholders.
Review assigned portfolios to assess the status of ongoing subgrants.
Cross-Team Collaboration:
Work with the Finance Department to maintain reporting structures.
Act as liaison with other departments including Grants Administration and Compliance.
Regulatory Expertise:
Apply knowledge of grant regulations, GAAP, and financial standards to evaluate spending.
Present recommendations for procedural and workflow efficiencies.
Audit Preparation:
Assist in preparing for audits and tax-related submissions.
Proposal Development/Budget Coordination:
Collaborate with staff to draft budgets for federal award applications.
Perform special projects and other related duties as assigned.
QUALIFICATIONS:Education:
Bachelor’s degree in finance, accounting, public administration, business administration, or related field is required.
Education requirements may be substituted by eight years of experience in finance and business practices.
Experience:
Minimum six years of experience in project financial management for non-profit organizations.
Experience with Federal grants budgeting and reporting is required.
Experience with general ledger analysis and the month-end/year-end closing process is required.
Proven ability to communicate in English.
Technical Skills and Abilities:
Knowledge in accounting rules and regulations.
Familiarity with grants and project finance management.
Skills with Microsoft Office suite and financial systems.
Self-starter with the ability to manage multiple priorities.
Strong interpersonal skills.
