Duties and Responsibilities(**Indicates Essential Functions)

**Provides leadership in the planning, developing and administering policies and procedures for the human resources program for the Community Colleges System (CC) as well as providing staff support to the Vice President for Community Colleges.

**Plans and develops policies and procedures for Community Colleges faculty personnel to include, but not limited to, faculty appointments, reappointments, tenure, promotion, special salary adjustments, leaves, compensation, grievances, complaints, etc.

Ensures appropriate and consistent decision making as it relates to faculty personnel in coordination with other UH campuses and System offices.

Coordinates with CC Academic Affairs to review and analyze proposals and revisions to the faculty minimum qualifications guidelines.

Oversees the tenure and promotion process for the seven Community Colleges campuses and provides training and information as well as ensures relevant collective bargaining agreement provisions are followed.

Provides analysis and coordinates with CC Academic Affairs in the resolution of issues regarding faculty special salary adjustment requests, faculty workload, high demand faculty positions, granting of leaves, etc.

Oversees the appointments of Executive/Managerial personnel for the Community Colleges system.

Directs the Human Resources Office in the Office of the Vice President for Community Colleges to ensure the appropriate hiring processes are followed, recommended applicant meets the minimum qualifications and salary placement is appropriate.

Serves as the Vice President for Community College’s designee in hearing grievances and complaints.

Conducts investigations and render decisions on grievances/complaints based on an assessment of situation. Grievances/complaints include, but are not limited to, alleged collective bargaining contractual violations, non-selection of applicant for position vacancies, etc.

Coordinates with the Director of CC Compliance on areas with overlapping grievances or complaints.

Advises the Vice President for Community Colleges, Chancellors and other administrators by providing interpretations of contractual language, policies, procedures, rules and regulations as promulgated by the Community Colleges, UH System, Board of Regents and collective bargaining agents.

Conducts and/or supervises special staff studies for the Community Colleges.

Serves as a member of Bargaining Unit 07 and 08 management teams in collective bargaining representing the Community Colleges. Provides data and reports on the Community Colleges and recommends articles in the contact to be amended/deleted/added.

Other duties as assigned.

Minimum Qualifications

Education and Professional Work Experience

Possession of a baccalaureate degree in Human Resources Management, Business or Public Administration, Social Sciences or related field and 8 years of progressively responsible professional experience with responsibilities for human resources management, of which 3 years shall be supervising staff in human resources or related functions; or any equivalent combination of education and/or professional work experience which provides the required education, knowledges, skills and abilities as indicated.

Knowledge, Skills and Abilities

Extensive knowledge of innovative and state-of-the-art principles, concepts, emerging theories, the current federal and state laws and associated rules, regulations and interpretations and systems associated with human resources management.

Demonstrated ability to develop short- and long-term plans of actions, understand problems from a broad perspective, use creative reasoning to discern broad underlying principles and issues when problem solving.

Demonstrated written and verbal mastery in presenting ideas, theories, issues and models clearly and accurately using persuasion and negotiation to build consensus and cooperation and provide long-term direction and leadership.

Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups and individuals.

Demonstrated ability to operate a personal computer and word processing and spreadsheet software.

For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Supplemental Minimum Qualifications

Demonstrated knowledge of administrative policies and procedures typical of an institution of higher education.

Extensive knowledge of collective bargaining contracts, employment laws, principles and practices, management principles and practices, and legal concepts.

Comprehensive knowledge of the investigative process and experience conducting investigations.

Demonstrated leadership and managerial skills with ability to use sound judgement in making decisions and resolving problems diplomatically.

Strong interpersonal skills and appropriate demeanor and ability to exercise extreme tact, diplomacy, initiative, sound judgment and confidentiality on highly sensitive issues.

Exceptional analytical, evaluative, research and critical thinking skills to arrive at valid conclusions, make appropriate recommendations and implement action plans.

Demonstrated time management skills required to manage concurrent deadlines and multiple projects often under pressure and critical timelines.

Demonstrated ability to lead, collaborate, problem solve and inspire individuals with differing interests and perspectives in a large and complex organization.

Ability to travel independently.

Ability to work outside of regular work hours including nights, weekends and holidays, as needed.

Desirable Qualifications

Master's Degree in Human Resources Management, Business or Public Administration, Social Sciences or related fields.

Three years’ experience in human resources management in an institution of higher education which includes experience in collective bargaining negotiations, interpretations of collective bargaining agreements and/or handling of grievance hearings.

Knowledge of UH Community Colleges' mission.

Experience in any or all of the following: staff development, classification, recruitment, conducting investigations, training or compliance.

Knowledge of university and state governmental operations.
