Shift: First ShiftGeneral Description

The Chief Operating Officer is responsible for the Financial and Human Resources Management of the organization. This position will also collaborate with the IT Consultant.

Reporting Relationship

The Chief Operating Officer reports to the President and Chief Executive Officer.

Supervises

This role supervises the Staff Accountant, Finance consultants, IT consultants, and Front Office Administrative Assistant.

Responsibilities and Essential Functions

Human Resources/Administrative

Recruit and screen new employees.

This role supports the President/CEO in the management, assessment, guidance, disciplining of the staff including managers and directors.

Oversee and ensure appropriate internal controls and policies.

Lead and support annual goal setting and evaluation process.

Manage employee relations and staff performance issues, as necessary.

Promotes positive employee relations and work to support employee morale and foster a positive workplace culture.

Manage and oversee the agency's insurance portfolio.

Maintain a culture of compliance within the organization, including oversight and implementation of staff training.

Actively seek professional development and growth opportunities for staff.

Assists with compliance and litigation issues, support agency wide CARF compliance.

Oversees day to day HR maintenance including personnel files, attendance records including staff vacation and sick day utilization.

Staff liaison for the human resources committee and finance committee.

Administers compensation and benefits administration including working with benefits providers. Ensures benefit package is competitive to recruit and retain employees.

Monitors staff attendance and sick and vacation day usage.

Assists with initiatives related to employee safety, wellness, and health.

Administers all disciplinary actions in coordination with the employee's supervisor ensuring consistent compliance with policies.

Ensure Health and Safety protocols compliance – serve as lead for the Health and Safety Committee.

Finances

Work with a finance consultant and staff accountant to ensure quality and accuracy of all finance and accounting functions, including budgeting, forecasts, and audits.

Ensure accuracy and timely delivery of reports to staff, board, and other key stakeholders.

Oversees the preparation of annual and department budgets and financial reports and contributes proactively to strategic initiatives related to budgets, forecasting and expense control.

Ensure proper internal controls are in place, consulting closely with consultants and auditors.

Provides oversight to the finance committee.

Manages relationships with investment officers.

Experience working with government regulations such as CFR 200.

Information Systems

Provide oversight for the monitoring, maintenance and procurement of all information technology systems, hardware, and software.

Ensures that AV technology is available, setup, and operational for meetings as needed.

Provide strategy/oversight for technology-related documentation, training, and classes.

Provides supervision and management of IT contractors, ensuring that IT systems optimally support the work of YWCA North Central Indiana staff.

Ensure that IT services provide high quality customer service and technology solutions that support organizational goals.

Experience and Skills:

Education and Experience

A bachelor’s degree or equivalent experience is required.

An accounting background with a minimum of five years of accounting experience is required.

A self-starter and goal oriented individual able to set objectives and formulate plans.

A motivated collaborator and strategic thinker who can engage and inspire fellow executives and volunteer leaders on the board and within the organization.

Outstanding written and verbal communication skills

Must have the ability to develop goals, objectives, action plans and track progress.

Good understanding of current A-V and IT technology.

Minimum of 5 years’ experience in hiring, managing, directing, guiding, disciplining a workforce in a service industry.

Knowledge and Ability

Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Knowledge of Microsoft Office. Ability to communicate effectively, both orally and in writing. Ability to persuade and influence others.
