DefinitionUnder general supervision of the Chief Medical Officer, this position will be responsible for the clinical and managerial oversight of the pharmacy service line. Primary responsibilities of this position include providing pharmaceutical services to patients as well as overall management of the day-to-day clinical operations of the pharmacy division, ensuring the safe, effective, and efficient dispensing of medications and maintaining compliance with all applicable laws, regulations, and standards. The Pharmacy chief will also develop and implement strategies to enhance the quality of care, optimize drug therapy, and improve patient outcomes.

This job class is treated as FLSA Exempt.

Examples of Tasks

Represent Pharmacy department in all managerial and administrative capacities.

Provide oversight of the pharmacy team, including pharmacists, pharmacy technicians, and support staff.

Recruit, train, and mentor pharmacists, pharmacy technicians, and support staff.

Develop and maintain goals and objectives to facilitate smooth clinical operation for the pharmacy team.

Maintain assigned clinic area oversight by initiating, coordinating, and enforcing operational policies and procedures.

Ensure the pharmacy complies with all federal, state, and local laws, including DEA regulations and state pharmacy board rules.

Ensure the pharmacy meets accreditation standards such as AAAHC (Accreditation Association for Ambulatory Health Care) or the National Association of Boards of Pharmacy (NABP).

Prepare for and manage inspections and audits.

Maintain necessary licenses and certifications for the pharmacy and its staff.

Maintain Pharmacy Billing Third Party network contracts in conjunction with the executive team and in accordance with SRPMIC and HHS policies.

Foster a collaborative and positive work environment.

Resolve conflicts among staff and between staff and patients.

Prepare and manage the annual budget for the pharmacy department.

Monitor spending and ensure cost-effective operations without compromising patient care.

Ensure all patient interactions are conducted in accordance with HIPAA regulations to maintain patient confidence and protect confidential information.

Participate in the writing and interpreting Salt River Pima-Maricopa Indian Community (SRPMIC) Health and Human Services (HHS) & River People Health Center (RPHC) policies and procedures.

Observe policies, procedures, and guidelines with respect to the HHS and RPHC’s protocols.

Conduct performance evaluations, provide feedback, and manage disciplinary actions if necessary.

Work with the quality department for periodic reporting of key performance indicators to executive team and the Quality Committees.

Ensure staff are qualified and trained with tools to support successful execution of their duties.

Maintain current and updated professional knowledge and proficiency of the scope of service of assigned clinic area through continuing education, staff meetings, trainings, and conferences, etc.

Clinical/Pharmaceutical Care Tasks:

Oversee the accurate and timely dispensing of medications.

Provide counseling and answer questions for patients regarding their medications.

Ensure compliance with prescription accuracy, dosage, and patient safety protocols.

Supervise the ordering, storage, and inventory control of medications and supplies.

Implement systems to minimize waste and prevent drug shortages.

Maintain Controlled Substances Inventory and required documentation.

Work closely with physicians, nurses, and other healthcare professionals to ensure optimal drug therapy for patients.

Participate in multidisciplinary rounds and case discussions when necessary.

Identify and resolve drug-related problems.

Regularly review and improve pharmacy operations to enhance safety and efficiency.

Collaborate with providers and other healthcare professionals to create and improve electronic medical record (OCHIN Epic) quick orders, order sets, and menus, to ensure ease of use and safety when ordering medications.

Participate in any EMR process and workflow planning where pharmacy is involved to optimize patient care and system efficiencies.

Implement and monitor quality assurance processes, including medication error reporting and analysis.

Support initiatives to improve community health, such as vaccination drives or medication take-back programs.

Implement and oversee programs to monitor patient adherence and response to medications.

Knowledge, Skills, Abilities, and Other Characteristics:

Knowledge of the culture, customs, traditions, history, and government of the Salt River Pima-Maricopa Indian Community.

Knowledge of all pharmacy Federal and State regulations.

Knowledge and in-depth comprehensive understanding of pharmacology, pharmacokinetics, and therapeutics.

Knowledge of the chemical and biological properties of pharmaceuticals and their proper storage.

Knowledge of medication safety, drug interactions, and adverse drug reactions.

Knowledge of disease processes, especially Type II Diabetes, End Stage Renal Disease/Dialysis, and medications utilized in their treatment.

Knowledge of the RPHC formulary and policies.

Knowledge of and experience with Pharmacy Billing and Prior Authorization process.

Knowledge of HR principles, practices, and procedures, including talent acquisition, employee relations, performance management, compensation and benefits, training and development, and HR compliance.

Knowledge of financial management, including budgeting and cost control.

Knowledge of local, state, and federal employment laws and regulations, and the ability to ensure the organization's compliance with them.

Knowledge of effective recruitment strategies, interview techniques, and onboarding processes to attract and retain top talent.

Skill in preparing and dispensing all classes and dosage forms of medications.

Skill in educating and counseling a wide variety of patients in the proper and safe use of medications at a level appropriate to their understanding.

Skill in participating in the development of coordinated policies for pharmacy/clinic/agency improvement.

Skill in utilizing healthcare accreditation standards and regulatory compliance to oversee the delivery of healthcare and manage the pharmacy’s operations.

Skill in dealing with difficult customers while utilizing house rules to investigate and resolve customer complaints.

Skill in engaging in community outreach and education.

Skill in using computers, preferably with electronic medical record software (such as OCHIN Epic), pharmacy systems software (i.e., ScriptPro Robotics) and other software, including MS Office, to fulfill job requirements.

Ability to build positive relationships with employees and address workplace issues with fairness, consistency, and confidentiality.

Ability to translate complicated technical information and instructions into patient-centered language at the appropriate level of understanding.

Ability to teach and counsel patients and staff effectively.

Ability to develop and implement strategic plans.

Ability to ensure compliance with regulatory requirements.

Ability to communicate effectively both verbally and in writing.

Minimum Qualifications

Education & Experience:

A Doctor of Pharmacy (“Pharm D”) Degree from an accredited college or university AND a minimum of 10 years of experience as a full-time licensed Pharmacist AND a minimum of 5 years in a pharmacy leadership role.

Must be licensed in the State of Arizona.

Clinical experience preferred.

Familiarity with the Indian Health Service (IHS) preferred.

Equivalency:

Any equivalent combination of experience and education that allows the applicant to satisfactorily perform the duties of the job may be considered when filling the position.

Underfill Eligibility:

An enrolled Community Member who closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill.

Special Requirements

May be required to work beyond normal work hours including nights, weekends, and holidays. May be required to travel. May be required to utilize own transportation.
