Job Description: The mission of the Security Cooperation Program Office (SCPO), Naval Air Systems Command (NAVAIR) Sustainment Group, and International Sustainment Department (ISD) V45 is to provide Life Cycle Logistics (LCL) support services for 2 Integrated Product Support (IPS) elements to new and existing Foreign Military Sales (FMS) customers. Senior Program Analyst will support multiple Naval Air Systems Command (NAVAIR) International Program Managers, Case Managers, Assistant Program Managers for Logistics (APML), and Team Leads. The selected candidate will use knowledge of all aspects of program development and execution to adeptly analyze challenging and vexing technical and program management problems and recommend insightful and innovative solutions. Assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM), and the International Traffic in Arms Regulation (ITAR), as well as applicable DoD Acquisition policy guidance. Provides analysis support, and track program/project status and schedules in support of the program office. Responsibilities: Apply analytic techniques in the evaluation of program/project objectives. Analyze requirements, status, budget, and schedules.

Performs management, technical, or business case analyses. Collects, completes, organizes, and interprets data relating to aircraft/weapon/project acquisition and product programs. Applies government-instituted processes for documentation, change control management, and data management. Attend Program Management Reviews, Technical Coordination Meetings, conferences, briefings, and other significant program activities and events occurring in CONUS and OCONUS, as required. Other duties as assigned. Requirements Master’s Degree from an accredited university or college and greater than (10) years of work experience in a field related to FMS, logistics, program management, or a technical or business analysis discipline related to acquisition, life cycle management, analysis, or planning. Additional work experience will be considered in lieu of a degree. Experience can be in Foreign Military Sales (FMS), Logistics, or Program Management. Active Secret or Interim Secret Clearance is required. Position is contingent upon funding. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
