Bachelor's degree from an accredited college or university. The overall training must demonstrate possession of ability to read and comprehend complex materials, write reports, organize work, express ideas orally, and use analytical methods and tools; and knowledge of human relations, English grammar, statistics, research methodologies and techniques (including sources of information).The emphasis is on course content rather than on degree or course titles. The content of the education/training received must show that it provided the applicant an adequate academic background of knowledge and skills required for the class.Progressively responsible experience in administrative, professional, technical, analytical or other responsible work which required the knowledge of and ability to perform research (which required statistics), organize work effectively, solve problems, write reports, speak effectively, and deal effectively with people, may be substituted for education on a year-for-year basis.Specialized Experience Requirement:
Two and one-half (2½) years of progressively responsible
professional planning
experience which included the collection and evaluation of an extensive variety of physical, social, economic and environmental data, determination of public opinion and general community objectives and policies to obtain a comprehensive perspective of conditions and identify problems and opportunities in the area(s) of concern.The experience must show, in addition to the aforementioned experience, actual involvement in and responsibility for:the integration of such information including: the consideration of relationships among resources, facilities, services, needs and values for the development of policy options, alternatives for action, programs and priorities to meet goals and objectives for a given geographic area of concern;advising and assisting agencies and administrators on planning concepts and methods, providing technical information and analysis for the formation of plans and programming of plans;formulation and presentation of plans and policy recommendations including alternatives and consequences of alternative actions to decision makers and at public hearings.In addition, such experience should demonstrate possession of the knowledge of general research sources and sources of environmental socio-economic information; research and statistical methods and techniques; report writing; governmental organization and functions; economic principles; the purposes, principles and practices of public planning; and the ability to apply statistical concepts and formulate, analyze facts and develop sound conclusions therefrom; speak and write effectively; deal effectively and establish rapport with officials of government and private organizations; and substantiate assumptions and to work under pressure.Allowable Substitutions:In addition to meeting the minimum educational requirement, applicants with a Bachelor's degree in
urban or regional planning
from an accredited college or university shall be given credit for one-half (½) year of specialized experience.Master's degree in architecture, civil engineering, ecology, sociology, economics, business or public administration, or a related field with emphasis in the application of research and analytical methods and techniques from an accredited college or university may be substituted for one and one-half (1½) years of the required specialized experience.Master's degree in
urban or regional planning
or a closely related planning major from an accredited college or university may be substituted for two and one-half (2½) years of the required specialized experience.Successful completion of the certificate in planning studies in the Pacific Urban Studies and Planning program at the University of Hawaii supplemented by the Master's degree curricula of participating academic departments and professional schools such as: Architecture (in urban and regional design), Economics, Geography, Political Science, Sociology, Public Health (in comprehensive health planning), Engineering, etc., may be substituted for two and one-half (2½) years of the required specialized experience.Ph.D. degree in urban and regional planning or a closely related planning major from an accredited college or university may be substituted for three and one-half (3½) years of the required specialized experience.Transcripts:
