The Payroll Director directs all aspects of payroll processing operations and related reporting for Stamford Hospital and Stamford Health Medical Group. Establishes and oversees payroll processes for routine processing, tax reporting and internal financial requirements. Designs strategies to achieve continuous improvement and efficiencies in payroll processing and operations. Works closely with Human Resources and Information Systems departments and outside vendors to design and implement necessary changes to Kronos timekeeping, ADP Payroll (including PTO tracking) and interfaces from Oracle HR system. Responds to internal and external reporting requests, including external audit requests and information required to be included on the Stamford Health 990 income tax and excise tax returns.

MAJOR ACCOUNTABILITIES/CRITICAL RESPONSIBILITIES:

Serves as senior level Finance leader responsible for the outsourced payroll process for approximately 5,000 employees within the Stamford Hospital and Medical Group (2 biweekly and 1 weekly payrolls), including generation of timely, accurate and compliant pay including benefits, taxes and other deductions. Ensures payroll compliance with related IRS regulations and federal and state wage and hour laws.

Oversees the daily functions and performance management of the Payroll Department, ensuring that Payroll staff are cross-trained as needed in order to maintain excellent customer service and timely payroll processing. Ensures continuous staff development and training on standard operating procedures and the three systems (Oracle, Kronos and ADP) critical to the payroll process.

Maintains payroll systems, collaboratively working with IS and HR leadership and outside vendors as needed. This includes development and review of interface files from Oracle HR system and testing of required Kronos and ADP upgrades as needed. Ensures maintenance of all earnings codes, earnings calculations, ADP tax tables, and payroll information systems setup in compliance with regulatory requirements.

Develops strategy to establish annual Payroll department goals and ensures goals are tracked and measured. Critically reviews and analyzes current payroll and tax procedures in order to recommend and implement changes leading to best-practice operations. Develops and tracks key performance indicators for the payroll function for both the inhouse team and outsourced vendors.

Advises and supervises payroll team on processing output from Oracle HR system for retroactive payments, bonuses, severance and recurring stipends. Maintains and updates Payroll Procedure Manual for process changes.

Provides monthly payroll reporting for Accounting team use during the monthly financial statement close process and periodic ad-hoc reporting to various other departments as needed.

Prepares supporting schedules to support the following annual audits: Financial statement audit, various internal audits, workers compensation audit, 403(b) audit and grant audits. Prepares ad-hoc reporting of payroll information for corporate reporting or analysis purposes as needed.

Ensures the timely completion of all payroll tax reporting requirements for federal, multi-state, local taxes and the issuance of W-2s. Prepares annual wage reconciliations for certain key executives and other schedules required for annual Form 990 tax reporting.

Minimum of five years of payroll management experience is required in a large, multi-state payroll setting.

Payroll experience with a major employer with at least 1,000 employees is preferred.

Bachelor’s degree or equivalent in Accounting or Finance; Master’s degree or Payroll Certification a plus.

ADP Enterprise and Kronos experience required (ADP Enterprise Version 6, Kronos Dimensions experience a plus).

Proficiency with MS Office (particularly Excel vlookup and Excel query functionality) required.

Payroll and/or time and attendance system installation and conversion experience a plus.

Experience with Oracle ERP system a plus.

Excellent communication skills and ability to demonstrate respect for all internal and external stakeholders and employees is required.

A high level of discretion and integrity when handling sensitive employee information is required.
