Purpose/ Summary:

The Director of Substance Abuse Treatment Program shall be responsible for the direction of both clinical and administrative aspects of the treatment component to ensure provisions of quality care and confidential services.

Essential Functions and Responsibilities:

Comply and abide with the agency's Code of Ethics, as well as program's policies and procedures.

Adhere to applicable laws and regulations governing alcohol and other drug abuse services.

Accommodate to the agency's different working schedules.

Serve as a representative of the agency, displaying courtesy and consideration in all interactions with coworkers and the public.

Coordinate and supervise treatment services.

Coordinate and communicate with other departments within the agency in relation to the delivery of services, e.g. Administration, HIV/AIDS Department, Medical Services, Outpatient, Educational Component, and Alumni.

Submit project plans and goals to the Clinical Director for consideration, recommendation, and approval.

Demonstrate and exercise a leadership role in a management capacity during weekly Staff Meetings, Case Conferences, Peer Reviews, or Performance Evaluations.

Develop and maintain written objectives, policies and procedures, an organizational plan, and a quality assurance program for counseling and other services.

Participate in quality assurance activities within the agency, e.g. Professional Clinical Review, Quality Assurance, and Form Committees.

Assist in developing and maintaining written job descriptions for substance abuse counseling staff, and assigning duties.

Participate in staff education activities and provide consultation to facility personnel.

Assess component training needs and arrange for in-service training, workshops, or conferences for all respective staff.

Supervise the appearance, maintenance, and well-functioning of the residential facilities.

Supervise personnel's activities and ensure that the schedule, punctuality, individual and group counseling, modeling, and other counselor duties are accomplished.

Evaluate staff performance in accordance with the Personnel Manual of Procedures.

Check and sign all correspondence and reports leaving the department.

Maintain open communication and good rapport with staff by assisting and participating in the development of work plans as part of a team approach.

Ensure that all files are up to date, orderly, and complete for on-site inspection of contracted funding sources.

Attend bi-weekly Directors' meetings with the Clinical Director.

Conduct weekly staff meetings and clinical case conferences with counselor's caseloads within the department in coordination with the Clinical Director.

Ensure proper forms are completed according to referral and funding sources.

Monitor monthly and quarterly reports, daily activities reports, and incident reports.

Ensure that relevant alcohol and other drug use/abuse information as well as other drug services and resources are forwarded to the client through formal and/or informal processes.

Interact and ensure that staff interacts with the clients in an appropriate therapeutic manner.

Identify methods and procedures for obtaining corroborative information from significant secondary sources regarding client's alcohol, drug abuse, legal involvement, and psycho-social history to ensure the quality and continuum of care.

Additional Requirements:

Ensure that fire drills and other Health and Safety issues are complied with, and forms are completed accordingly.

Coordinate various cultural activities (e.g. Thanksgiving, Christmas, etc.) into the yearly program so as to allow clients' support system to participate in cultural sensitivity.

Attend outside agency meetings to obtain and disseminate productive information concerning the agency, clients, and communities.

Ensure all records are in a designated place to ensure safety and confidentiality.

Required Knowledge, Skills and Abilities:

Knowledge Of:

Principles and practices of drug abuse screening, education, treatment, and intervention.

Essential factors in documenting and maintaining case file records.

Substance abuse screening instruments for assessment and counseling for substance abuse.

Spanish and English (Bi-lingual).

Continued professional development.

Ability to:

Produce written documents in English with clearly organized thoughts using proper sentence construction, punctuation, and grammar.

Interpret rules, regulations, and policies and to make decisions based upon them.

Enter data into a computer or other keyboard device.

Communicate verbally in Spanish and/or English with clients, family members, or significant others in a face-to-face, one-to-one setting, using the telephone, or in a group setting.

Work cooperatively with others.

Travel as required.

Acceptable Experience and Training:

Master's degree preferred in human services, mental health, or social work fields, with at least five years of experience in addiction services, with two of those years in a supervisory capacity, and be a Licensed Clinical Alcohol and Drug Counselor or Licensed Professional Counselor with a CCS, or Licensed Social Worker with a CCS, or a Licensed Psychologist, or ASAM Physician, or Board Certified Psychiatrist, or Advanced Practitioner Nurse with a CCS. Knowledge and experience in meeting compliance with agency, state, and/or federal regulations. Must be physically capable of operating vehicles safely, possess a valid New Jersey driver's license, and have an acceptable driving record.
