Senior Acquisition Program Budgeting Specialist

to support a CBP PMO in the National Capital Region. Provide strong managerial experience organizing, planning, directing and managing staff.Provide expertise across all facets of the Programming, Planning, Budgeting and Accountability (PPBA) process and products, assist in preparation for Reviews, develop acquisition documentation, spend plans, and all program financial management efforts for a CBP program office.Assist the program manager in providing required team leadership, guidance, and program management vision.Consult with senior leadership as needed in support of the acquisition day to day operations.Assist in providing overall supervision of personnel in cross functional teams.Provide expertise in the training of CBP program financial management staff and across the CBP program financial management acquisition community.Possess the knowledge to prepare Independent Government Cost Estimates including documentation.Provide advanced technical expertise in reporting, models, standardized reporting, complex financial evaluation and funding assessments to include expertise in data extraction and analysis in SAP Enterprise Resource and Business Warehouse for the CBP program support and evaluations.Ability to demonstrate initiative, sound judgement and effective decision making.Communicate and coordinate with various stakeholders across multiple agencies.Qualifications

Minimum:Master's degree and at least ten (10) years of demonstrated experience with budget planning, financial management and accounting methods, and financial management tools.Demonstrated experience with Earned Value Management (EVM) Practices, life-cycle cost estimating, program spend plans and Integrated Baseline Reviews as the IBRs relate to program financial management.Demonstrated ability to quickly acquire and apply domain-specific expertise through on-the-job training and professional development training.Superior communication skills, both oral and written.Self-directed, detail oriented in completing assigned tasks, able to adapt to changing work efforts and manage impact of shifting priorities.Proficiency in MS Office Suite (Excel, Word, PowerPoint), SharePoint and MS Teams.An active CBP Background Investigation is required.Preferred:Certification(s) such as: CGFM, CDFM, PMP, CFCM, and / or CPCM.Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint; skills in advanced Excel techniques including pivot tables, macros, and v-lookups.Previous work formulating or executing CBP budgets.
