Training and Development ManagerINFORMATIONType of Position: ExemptLocation of Work: Juneau, AKSalary Grade(s): 12-14Hours of Work: M-F, 8:00 am - 4:30 pmEmployment Category: Regular, Full-TimePURPOSEThe Training and Development Manager will oversee the planning, development, and execution of training programs and professional development initiatives for employees of Tlingit and Haida. This role involves working closely with the Sr. Director of Human Resources to identify training needs, create culturally appropriate educational content, and enhance the overall capabilities of the tribal workforce. The Manager will ensure that training programs are effective, inclusive, and aligned with the tribe's goals and values.ESSENTIAL FUNCTIONSTraining Program Development:

Assess training needs across various departments within Tlingit and Haida with guidance and input from the Sr. HR Director and Tlingit and Haida Leadership.Develop and design training programs that are culturally relevant and tailored to the specific needs of Tlingit and Haida and its employees.Create or adapt training materials and resources to ensure they are effective and inclusive.

Program Implementation:

Coordinate and deliver training on a range of topics including, but not limited to, leadership development, professional skills, and compliance.Facilitate onboarding and orientation programs for new employees to ensure they understand the tribe's mission, values, and operational policies.Organize training logistics, including scheduling, venue arrangements, and resource management.

Monitoring and Evaluation:

Evaluate the effectiveness of training programs through assessments, feedback, and performance metrics.Collect and analyze data to assess training impact and identify areas for improvement.Prepare and present, as requested, detailed reports on training outcomes and participant progress.

Cultural Competency and Integration:

Ensure that all training programs are developed and delivered in a manner that respects and integrates the cultural values of Tlingit and Haida.Promote a culturally inclusive environment in all training activities and materials.

Collaboration and Communication:

Collaborate with identified stakeholders to align training programs with strategic goals and operational needs.Facilitate open communication channels between the training department and other Tlingit and Haida departments.

Administrative and Operational Support:

Manage training records, participant tracking, and program documentation efficiently.Handle administrative tasks related to training program planning, budgeting, and reporting.Ensure compliance with Tlingit and Haida policies and procedures in all training activities.

Technical Proficiency:

Create and continuously evaluate effective training materials and methods for all Tlingit and Haida employees, including our remote workforce.Evaluate and implement Training and Development needs by use of all available technical methods including but not limited to Tlingit and Haida's LMS software.Evaluate and incorporate artificial intelligence tools into training programs to enhance personalized learning experiences, automate administrative tasks, and analyze training data effectively.

DECISION-MAKING AUTHORITYSpending Authority: N/AOther Authority: N/ANECESSARY SKILLS AND KNOWLEDGETraining and Development Expertise including Instructional Design, Curriculum Development, and Facilitation Skills.Strong Organizational and Administrative Skills.Effective Interpersonal Communication Skills.Fully proficient in Presentation Skills, Feedback, and Evaluation.Highly Analytical for assessing needs and evaluating effectiveness.Strong knowledge of Microsoft Office Suite or relevant for creating materials, managing administrative tasks, and utilizing LMS platforms.Excellent Leadership Skills including Stakeholder Engagement.Cultural Competency Knowledge and Cultural Respect.Bachelor's Degree in Education, Human Resources, Organizational Development, or a related field.Proven experience in training, development, or human resources, preferably within a Tribal Government or similar setting.Excellent organizational, communication, and interpersonal skills.Ability to design and deliver training programs that cater to diverse audiences and learning styles.Substitution for Bachelor's Degree:4-6 years demonstrated experience in Training, Development, New Employee Orientation, Teaching, and/or Training environment.UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONSThe majority of work is performed in a professional office setting and is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 40 lbs. Travel on small aircraft or ferry may be required.CONDITIONS OF HIRE:All employment at Tlingit and Haida is at will.
