The company has used this experience to expand our service offerings to other agencies within the Department of Homeland Security (DHS), the Department of Defense (DoD), and other Federal Civilian Agencies.Position OverviewThe Deputy Director will play a pivotal leadership role in managing a large-scale IT transformation effort within the U.S. Navy. This individual will oversee the architecture, engineering, and implementation of mission-critical enterprise systems, including Pay and Personnel Systems, Learning and Training Systems, and Navy Enterprise Services. The ideal candidate brings a consulting background, leveraging experience in advising complex, large-scale IT transformations in government or military settings as well as expertise in project and program management and system integration. This role will require managing highly specialized IT projects, providing technical guidance, and supporting Navy leadership through informed decision-making at the Flag and SES levels.ResponsibilitiesArchitecture & Engineering Leadership : Guide the architecture, engineering, and deployment of enterprise systems in the Navy N1 Domain, focusing on emerging mission systems and personnel-focused capabilities, such as Pay and Personnel Systems, Learning and Training Systems, and Navy Enterprise Data Centers.Strategic Consulting & Program Advisory : Leverage consulting expertise to advise on program strategy, risk management, and solution design. Provide strategic recommendations for process improvements, acquisition strategies, and technical innovations to optimize program success.Project & Program Management : Lead and manage a portfolio of complex, highly technical projects from inception through implementation. Develop Integrated Master Schedules (IMS), maintain program artifacts, oversee Engineering Change Proposals (ECPs), and implement agile/scrum development to ensure program goals are achieved.Consultative System Analysis & Implementation : Conduct system analysis, strategic planning, and project execution in close collaboration with contractors, systems engineers, program managers, and functional experts. Utilize consulting techniques to align projects with functional requirements and stakeholder goals.Performance Monitoring & Reporting : Continuously monitor the effectiveness of the IT transformation projects in meeting operational requirements and performance objectives. Provide data-driven insights and reporting to ensure program alignment with Navy leadership's expectations.Budget & Financial Consulting : Provide consulting support for the development and management of project and program budgets. Collaborate with stakeholders to submit funding requirements and maintain centralized accountability for all project financials.Acquisition Strategy Development : Tailor acquisition strategies based on project feasibility assessments, using rapid acquisition methods and consulting with industry experts to identify and assess alternatives. Provide guidance on Pre-Milestone A, SBIR, and acquisition processes using OTAs and Commercial Solutions Offerings (CSOs).Stakeholder Engagement & Consulting : Serve as a trusted advisor to senior Navy leadership, including Flag officers and SES-level executives. Prepare and present program materials, technical recommendations, and strategic insights to drive informed decision-making at the highest levels.Required Skills and ExperienceBachelor's degree in Information Technology, Engineering, Business, or related field; advanced degree preferred.10+ years of experience in IT consulting, program management, or systems integration, with significant experience in large-scale government or defense projects.Extensive experience in managing complex IT transformation projects in a consulting capacity, with strong knowledge of Navy IT systems and processes.Preferred Skills and ExperienceStrong consulting background with experience in advising on IT transformation projects within government, military, or defense sectors. Proven ability to provide technical, strategic, and financial guidance in complex, multi-stakeholder environments.DAWIA Level III Program Management Certification preferred.Experience with Pre-Milestone A, SBIR, rapid acquisition processes, OTAs, and CSOs preferred. Strong understanding of the Navy's IT ecosystem, including Pay and Personnel Systems along with enterprise data centers.Demonstrated success in engaging and advising senior government and military officials, including Flag/SES-level leadership, to drive IT program success.Clearance RequirementsU.S. Citizenship with the ability to obtain and maintain a DoD Secret clearance.Work LocationPrimarily based in Arlington, VA, with some travel required to other Navy facilities and industry partner locations.CompensationThe salary range for this position is $175,000 - $200,000. This is not, however, a guarantee of compensation or salary.
