GENERAL DESCRIPTION:This is responsible administrative and supervisory work planning, organizing, implementing, and managing all elements of Okeechobee County’s integrated Emergency Management Program in accordance with the provisions of Chapter 252, Florida Statutes. Work is performed under the general direction of the Public Safety Director.

ESSENTIAL JOB FUNCTIONS:

Plans, organizes, and directs the activities and operations of the County Emergency Management Division.

Develops and improves the internal organization and operation of the Division; develops operational procedures and sees that needed personnel and equipment are available, obtained, and effectively used.

Develops and implements natural disaster plans and survival plans for manmade disasters.

Ensures that plans required by State, Federal, or other agencies are kept in compliance.

Supervises and coordinates all internal office activities within the Division.

Maintains liaison and conducts conferences with local public/private emergency management staff and external emergency management organizations at the County, State and Federal government levels to develop and refine emergency procedures and operational policies.

Establishes short and long-range goals necessary to manage latent and impending disasters.

Coordinates hazardous materials intervention, control, prevention, and training.

Makes periodic and special reports of activities and accomplishments; prepares and delivers speeches before officials and civic groups.

Obtains and manages various Emergency Management Grants.

Coordinates and oversees the County Mosquito Control Program.

Coordinates the various meetings necessary to update the Local Mitigation Strategy.

Conducts training for County Staff in the EOC and ESF functions as needed.

Performs related work as required.

MINIMUM QUALIFICATIONS:

Extensive knowledge of Federal, State, and local laws and regulations relating to the organization and operation of an emergency management agency.

Extensive knowledge of the technical, tactical, and educational techniques involved in the planning, development, and operation of an integrated emergency management system.

Considerable knowledge of communication systems, coordinating risk, evacuation, local risk shelters, host shelters, and reception centers.

Considerable knowledge of public relations principles and practices.

Knowledge of history, geography, military systems, and general government.

Ability to develop and maintain effective working relationships with State, County and municipal agencies and officials, associates, civic groups, and the general public.

Ability to develop and maintain interest and support for the program by officials, civic groups, and the general public.

Ability to timely prepare, submit and administer grants available to fund the operation of the Department.

Ability to organize and analyze information and formulate substantive recommendations thereon.

Ability to plan, direct and coordinate the work of subordinates.

Ability to communicate effectively, both orally and in writing.

Ability to perform proficiently in working with governing boards, including those of other entities.

EDUCATION & EXPERIENCE:

Bachelor’s Degree from an accredited college or university in Emergency Management or related discipline.

Three (3) years of comprehensive emergency management experience. Experience within the State of Florida preferred.

Florida Professional Emergency Manager (FPEM) or Certified Emergency Manager (CEM) preferred. Certification will be required within one year of employment.

Minimum training to the ICS-400 level is required.

Any combination of training and experience from which the required knowledge, skills and abilities have been acquired may be substituted for the minimum requirements subject to the County’s approval.
