This role will directly support the Cybersecurity & Emerging Risk Solutions division within the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of Mission & Capability Support (MCS) with a focus on managing the daily operations of the division and its associated programs, projects, and activities in close consultation with the federal program managers and Division Director.

This is currently a hybrid position requiring staff to be in-person at the DHS S&T client site in Washington, DC as needed in accordance with the requirements of the contract.

Client Delivery Responsibilities:

Serve as the lead contractor for an MCS Division Director providing strategic feedback and advice and contributing to the efficient execution of the division’s activities as they relate to the Cybersecurity & Emerging Risk Solutions Division.

Provide leadership and guidance to a small team of colleagues providing support to adjacent programs and projects within the same portfolio.

Provide Technical and/or Scientific Project Management support to DHS S&T programs, including gathering and analyzing information for briefings, status reports, and developing presentations.

Provide high level visionary advice to program/project manager or senior leadership to influence objectives of complex efforts.

Perform routine tasks including scheduling, writing internal memos, maintaining Program Management records, and coordinating daily operations.

Personnel Management Responsibilities include:

Candidate sourcing, identification, and interviewing.

Promoting and enabling professional development and goal achievement through mentoring and coaching.

Maintaining Noblis’ financial hygiene, including monitoring, reviewing, and approving timecards and expense reports.

Supporting business development through business intelligence gathering and proposal writing efforts.

Providing exemplary client support and division level leadership as a role model for staff.

Required Qualifications

An advanced degree and at least 10 years of relevant experience, or a minimum of 15 years of experience and relevant certifications.

Evidence of technical strategic guidance, such as technology roadmaps and feasibility analysis.

Demonstrated experience leading small teams in the execution of projects and assignments.

Eligibility to receive DHS Suitability and possession of an active Secret Clearance.

Desired Qualifications

An advanced degree in Cybersecurity or a closely related discipline.

Active DHS Suitability and a Top Secret Clearance are preferred.

Demonstrated experience distilling complex technical topics into plain language.

Excellent communication, collaboration, and presentation skills.

Salary Range Explanation

The projected compensation range for this position is provided within the posting and is based on full-time status. The estimated minimum and maximum displayed represents the broadest range for this position.
