This position is responsible for leading, overseeing, performing, and evaluating the work for the Harborview Bond Program, as well as providing expertise as a technical procurement specialist for major capital improvement projects.

About the

Harborview Bond Program

:In 2020 the voters of King County approved $1.74 billion in bond funding to support new facilities at Harborview Medical Center. The resulting Harborview Bond Program will build over one million square feet of new and renovated spaces. The new facilities will include construction of a new-high rise inpatient bed tower, and a new behavioral health building. Seismic renovations to the Center Tower and Harborview Hall will increase capacity for supportive services and respite beds. Additional upgrades are designated throughout various facilities, including a full renovation of the Pioneer Square Clinic. The Harborview Bond Program will impact the entire campus including new street and helipad access. The work is expected to extend over a minimum 8 years and the campus will remain operational 24/7 throughout the duration of the work. Contracting opportunities will span the full spectrum of planning, design, and construction services. King County has established a Bond Program Office to implement this ambitious program. The project team includes project managers, architects, engineers, and administrators. This position will be part of the Bond Program team.

Scope of Job Duties:

To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:

Act as lead contract specialist for Harborview Bond Program contracts which includes:

Manage workload;Resolve contract and procurement issues;Act as point of contact for agency collaboration on contracting needs;Provide training to staff and customers;Lead process improvement projects;Coach, mentor, and lead staff to high levels of professional development and productivity.

Research, prepare, and issue solicitation and contract documents in accordance with County policies and procedures for the Harborview Bond Program including for architectural and engineering, construction, goods and services, and alternative public work procurements.Assist project managers in contract administration and ensure proper contract requirements and guidelines are followed.Serve as the subject matter expert and provide strategic advice, innovative solutions, technical expertise, and direction to ensure compliance with applicable policies, rules, and regulations.Develop, review, and edit boilerplate documents such as RFPs, contracts, templates, guidelines, exhibits, forms, and manuals for Harborview Bond Program procurements and contract administration.Serve as the liaison for the Harborview Bond Program on County procurement-related forum and workgroups.Suggest alternative contracting methods such as general contractor construction manager, design-build, and job order contracting in compliance with state laws.Support procurement’s position with knowledge of best practices, policies, executive orders, King County code, statutes, regulations, ordinances, and contract terms and conditions.

Minimum Qualifications:

Experience working with construction, architectural & engineering (A&E), or alternative public works contracts;Experience preparing solicitation and contract documents, and performing contract administration duties;Experience managing different opinions, facilitating discussion, resolving conflict, and finding resolution;Strong communication, interpersonal, writing and customer service skills;Intermediate level of technology proficiency using MS Office Productivity tools in your daily work;Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products;Ability to work with people from diverse backgrounds.

We would love it if you have:

Associate DBIA or DBIA certification from the Design Build Institute of America;Experience with alternative public works delivery methods such as general contractor construction manager, design-build, and job order contracting;Experience building a program from the ground up;Experience with LEAN processes and principles;Experience with SharePoint, MS Teams and other collaborative online tools.

The work associated with this position will be hybrid with time in office as neededLocation Requirement:

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.Work Schedule:

This position is Exempt from the provisions of the Fair Labor Standards Act and therefore

is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.Union Representation:

This position is represented by Teamsters 117.Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work, remain available and responsive during scheduled work hours, and follow FBOD’s Hybrid and Remote Guidelines including on-camera participation during virtual video meetings.
