Position Title: Personnel Security Specialist VReports To: Program ManagerClearance Type: Active Top Secret/SCI (willing to take CI Poly)Work Location: National Capital RegionStart Date: On Contract AwardJob Description:Advantage SCI is accepting applications to support a federal agency personnel security program.Summary of duties include but are not limited to:Independently develop various types of manuals, forms, instructions, and the like, to facilitate operation of the Security Program.Conduct exhaustive/extensive checks in accordance with appropriate guidelines, policies, and procedures. Apply innovative and imaginative approaches to problem solving.Request, receive, scrutinize, and analyze investigative files and related material to determine, isolate, develop, and extract all possible identifying or linking information, which could have a bearing on an individual's ability to hold a security clearance.Conduct critical analysis of incoming material/correspondence outlining possible serious and sensitive security concerns related to granting/denying or revoking clearances.Provide on-the-job training, instruction, guidance, and advice to lower-grade specialists; assist in the resolution of issues and other problems during processing of cases.Participate in the direction, from inception to completion, of highly sensitive and complex security assessment investigations.Act as a technical expert in one or more security programs and serve as an assistant to a program manager, providing expert advice/assistance in formulating policies/procedures.Prepare in-depth summaries of data obtained and compose correspondence for investigation initiation.Provide in-depth, high-risk analyses of high-risk investigations.Evaluate reports of investigations, personnel files, and other records.Provide a recommendation regarding the adequacy and completeness of the investigation and of other means by which data were collected, and evaluate the authenticity, veracity, and pertinence of the data to the case, and request additional information as required.Recommend whether a security clearance should be granted, denied, revoked, or suspended, as appropriate.Recommend and coordinate the execution of polygraph examinations and/or interviews.Coordinate/correlate investigative activity, information gathering, and matters of mutual interest between field offices, Legal Attaches, USG agencies, and private industry.Analyze the results of investigations to ensure all issues have been addressed/resolved, and all gaps covered.Ensure cases are handled in compliance with policies and legal requirements.Perform all duties associated with a Personnel Security Specialist IV, as necessary, which may include:
Conducting security briefings that include Security Awareness and Hostile Threat.Initiating/performing extensive indices checks, arrest record checks, and the like.
Required Qualifications:Current TOP SECRET. Must be SCI eligible and must be willing to pass a security CI polygraph exam.Master’s degree with eight (8) + years of experience in Federal, state, local or military LE or 10+ years of experience working in the personnel security field; prior security management experience preferred. In lieu of a master’s degree, must have 16 years’ experience with federal, state, local or military law enforcement.Minimum of four (4) years of experience developing and writing Reports of Investigation that form the basis for creation of investigative records.Nine (9) years of experience in the personnel security investigative or investigative analyst field.Technical training/certification as an investigator and/or adjudicator is required.Experience interpreting Governmental and commercial database checks to identify areas of concern during the investigative process.Experience developing investigative reports and other sources of information to identify security vulnerabilities; to develop investigative leads; to propose a recommendation as to the approval, denial, or revocation of eligibility for access to national security information based on the application of the appropriate adjudicative standards.Experience conducting and interpreting database checks and credit reports.Experience performing routine office administrative support functions.Demonstrated analytical ability to critically review and analyze various types of incoming material and investigative reports to discern potential security vulnerabilities and to identify viable investigative leads.Demonstrated knowledge and experience to conduct established Federal Government standards for investigations, BIs, and security investigations relating to suitability and security standards.Demonstrated oral and written communications skills to functionally conduct interviews, security briefings, discuss analysis and opinion in a concise, logical, and objective manner, and prepare written communications setting forth analyses and recommendations.Thorough knowledge of the indices systems, various record check systems, and file review processes to develop and extract the most complete and accurate information relative to the subject as possible.Demonstrated analytical ability to extensively analyze various types of materials, including investigative reports, to develop information regarding security vulnerabilities; to develop investigative leads; to propose a recommendation as to the approval, denial, or revocation of security clearances.Experience with various Federal LE and IC IT systems for conducting automated record checks.Proficient computer skills to include Internet use and expert knowledge of Microsoft Office software applications (Word, Excel, Outlook, PowerPoint).Knowledge of and experience with the use of applicable commercial and Federal Government database systems.Experience performing database searches for information related to personnel security.Responsibility for security of program data and materials.Processing security clearance and BI documentation in preparation for adjudication.Preparing documentation for Government agencies and customers.Experience performing multiple administrative tasks dealing with database queries, filing, processing mail, and performing audits.Excellent oral and written communication skills.Desired Qualifications:Detailed knowledge of the FBI Security Program (Security Access/Clearance, Trusted Workforce (TW) and CV), its goals and objectives, tenets, and procedures.Extensive knowledge of the processes and procedures involved with conducting sensitive, complex security matter investigations, from inception to completion, to instigate security BIs.Prior Security Management experience.Extensive knowledge of FBI's methods of communications and experienced skill in correlating, organizing, and evaluating data to compose and prepare documentation for DOJ and other Government agencies, the Intelligence Community, and private industries.Thorough understanding of the personnel security analysis interrelationships between FBI components, DOJ, IC, and other agencies.Experience and capability to assist others to ensure compliance with customer procedures and regulations, so that work is complete in an efficient and timely manner.Experience in establishing and maintaining effective relationships with representatives of other Government agencies and internal personnel.Demonstrated understanding of the following security-related/investigative guidelines:
