SCOPE OF WORK:
The Director is responsible for the protection, preservation, utilization, administration, management and development of the Tribal Land Resources.
SUPERVISION:
The Director will work under the supervision of the Tribal Administration, Executive Director who will provide guidance, direction and conduct performance evaluations.
DUTIES AND RESPONSIBILITIES:
Administer and operate the Reservation Resources component of the BIA Consolidated Tribal Government Program Contract and the Tribal Land Management Scope of Work.
Administer and prepare appraisals using U/FAS (Undivided/Fractionated Appraisal Report) for the Real Estate Appraisal component of the BIA Consolidated Tribal Government Program Contract.
Administer and operate the Tribal Randland Improvement Program (TRIP).
Administer and operate the Tribal land Acquisition program.
Administer and operate the Standing Rock Conservation District; participate on committees of the Natural Resource Conservation Service and Resource, Conservation and Development Council.
Administer Privilege Use Tax funding based on proposals submitted to the Tax commission.
Develop and administer an Energy and Mineral resources program for the Standing Rock Sioux Tribe.
Provide review recommendations to the Tribal Economics committee on requests from the Bureau of Indian Affairs, enrolled members, the general public and others for actions related to the use of Tribal land.
Provide review recommendations to the Tribal Economics committee on requests from the Bureau of Indian Affairs and enrolled members for exchange of lands with the Tribe and for the sale of allotted lands to the Tribe.
Provide review and recommendations to the Tribal Economics committee on requests to the Tribe for purchase of fee lands.
Administer and manage the tribal fee properties.
Administer and manage, and continue development of the Standing Rock Sioux Tribe Integrated Resource Management plan.
Administer, manage and continue development of the Standing Rock Sioux Tribe Agriculture Resources Management Plan.
Responsible for a system to manage the lands owned by the Standing Rock Sioux Tribe utilizing a Geographic Information program.
Supervise and monitor consultants to ensure compliance with all applicable Federal and Tribal Laws.
Attend workshops, conferences, training seminars and symposia on Natural Resource issues on Tribal lands.
Consult and coordinate with the Tribal Council; Economics Committee, Tribal Chairman, Executive Director and District Community Representatives on all matters related to Tribal Land Resources.
Coordinate and consult with appropriate Tribal Programs, federal and state agencies, including non-tribal entities and other organizations that have an interest in matters related to all Tribal Land Resources within and adjacent to the exterior boundaries of the Standing Rock Reservation.
Reports on a monthly basis to the Tribal Economics Committee and as requested.
Provides direct supervision to the Reservation Resource staff.
QUALIFICATIONS:
Applicant must have a BA/BA from an accredited institution in Business Agriculture or Natural Resources and/or a minimum of 8 years of related experience in Land Management or Natural Resources.
Must have experience in PL 93-638 contracts, as amended, contract administration, cooperative agreements and financial management.
Must be knowledgeable and understand Tribal Land management and development issues and must be familiar with federal Indian Law relative to Tribal Land Resources.
Must have strong interest in the development and management of the Tribal Land Resources to meet the economic and social needs of the Tribe.
Must have knowledge of Geographic Information System.
Must have supervisory experience.
ADDITIONAL QUALIFICATIONS:
Must be able to successfully pass a background check.
Must have a valid driver’s license and vehicle insurance.
