Neighborhood Contract Manager

The Neighborhood Contract Manager (NCM) will be responsible for cost estimates, scoping physical work, and performing physical inspections of work performed. This role reports directly to the Neighborhood Administrator and will work closely with Supers and other Property Management staff to oversee contractors and contracted work at the development level. The NCM will also coordinate with central procurement to ensure contracted work is performed ethically and at a reasonable cost.

Oversight of Contracts

Review requisition packages from developments, using a cost estimation tool to ensure quotes are reasonable.Assess scopes of work to determine the optimal procurement pathway.Review contractors' submissions of subcontractors for approval and ensuring agency review.Authorize the issuance of work to vendors.Review contractor payments.Manage vendor communication regarding non-performance.

Oversight of Contracted Work

In-person QA of construction work necessary for rehabilitating, renovating, and maintaining public buildings, structures, infrastructures, facilities, and grounds.Ensure Supers are maintaining contract document folders.Ensure development staff are taking before and after photos of all vendor work.

Support for Property Management Throughout the Contracting Process

Provide technical support to developments with scoping, cost estimating, and vendor negotiation.Ensure development staff are documenting vendor performance.Documentation review and submission to ensure cost-effectiveness and quality work performance.Record lessons learned and implement process improvements.Collaborate with other NCMs to update a cost estimating tool to ensure proposed scopes of work and pricing are appropriate.

Physical Activities Involved

Walk to and from inspection sites and during inspections.Climb and descend ladders or stairs to get to areas to be inspected.Stand for extended periods of time; work in confined areas; wear hard hats and other protective clothing in construction areas; bend and stoop during inspections; climb over and around various objects; work in areas that may be hot, cold, damp, dark, dusty, smoky, or acrid; work outdoors, including in natural areas, in all kinds of weather.Potentially come into contact with rodents and/or insects; may be required to wear DEET.

Minimum Qualifications

A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; orA four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; orA four-year high school diploma or its educational equivalent plus any combination of the experience and/or college education as described in "1" above to make up the equivalent of five years of education and experience. One year of credit will be given for each 30 semester credits of college education leading to a baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration.
