Michael Baker is seeking a talented regional rail construction services leader to lead and oversee initiatives, staff and projects related to the construction of rail infrastructure throughout our Mid-Atlantic region. This position will directly support close collaboration with clients, stakeholders, and internal teams to deliver high-quality engineering solutions and consulting services. The ideal candidate will be someone with excellent client interaction skills who can assemble and lead teams for delivery of rail infrastructure projects managing various aspects to include business development, scope and fee development, staffing plan development, project oversight, quality management, and financial performance responsibilities. The candidate will spend time in the Maryland and Northern Virginia offices as well as a variety of project locations.

The Regional Rail Construction Services Lead will supervise the planning, coordination and implementation of railway, civil and bridge construction projects with specific responsibilities to include, but not be limited to:

Cultivate positive client relationships within the region and serve as liaison with the larger Rail and Transit practice nationwide.

Provide rail construction technical expertise and leadership on complex projects, collaborating with senior leadership in the assembly and empowerment of teams to deliver projects successfully.

Support Michael Baker International's Program Manager and/or Deputy Program Managers for key rail construction projects in Maryland and Northern Virginia and potential projects in North and South Carolina.

Oversee regional rail construction managers to ensure delivery of project quality, on budget, schedule, and with a priority of safety.

Review project-specific Project Management Plan, including Health and Safety Plans and Quality Management Plans in collaboration with the Director, Rail Construction Services.

Conduct safety meetings and training programs to ensure safety requirements in collaboration with Rail and Transit group and the Director, Rail Construction Services.

Coordinate audits of rail construction management processes and procedures.

Provide inspection, field engineering, technical advisement for issues related to civil, track, and bridge construction activities, as needed.

Review project proposal and scope of work to determine schedule, funding limitations, procedures for accomplishing project success, assisting in contract negotiations, as required.

Oversee project work plans, coordinate projects with lead construction managers, and provide project support as needed.

Review status reports prepared by project personnel and modify schedules or plans, as required.

Review project reports for management, client, or others.

Assist in hiring staff as needed to support project needs.

Collaboration in key/strategic opportunities and market growth strategies, with responsibilities for client engagement, pre-positioning, go/no-go decision-making, and capture planning in accordance with company guidelines.

Schedule periodic meetings with key client personnel in coordination with local/regional management, PMs, staff, and other practice members as appropriate to assure a positive client experience.

Represent the firm at industry events and/or other business functions and take an active leadership role in professional organizations at the local level.

Other duties as assigned.

Occasional to moderate local/regional travel will be required.

PROFESSIONAL REQUIREMENTS

4-year college degree in civil engineering, construction management or a related field.

10+ years of experience in construction oversight.

Strong leadership skills with the ability to motivate and inspire teams.

Excellent communication, negotiation, and problem-solving skills.

Demonstrated business development experience and a successful history of securing and managing large-scale projects.

Demonstrated proficiency in project safety, scheduling (CPM scheduling, Primavera, Microsoft Project), staffing, cost estimating, risk management, quality management, and project/document controls.

Commitment to and confirmed track record of safely delivering projects on time, under budget, and of the utmost quality.

Dedication to project goals, client satisfaction, corporate aspirations, business development, growth objectives, staff development, and operational excellence.

Coordinate project with activities of government regulatory or other government agencies.

Professional Engineer (P.E.) license.

Certified Construction Manager (CCM) a plus.

Familiarity with working in active rail facilities is required.

Track safety certification is preferred.

Proven experience working for freight rail and/or passenger rail clients.

Experience in the Maryland/Virginia/DC area.

COMPENSATIONThe approximate compensation range for this position is $116,084 to $181,290. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
