The

Technology Services Department within the Oregon State Hospital (OSH)

in Salem is seeking a Sr. Avatar Business Analyst to join our team.

The primary purpose of the Senior Avatar Business Analyst is:

To manage the process for new information systems and modifications to existing systems to ensure business needs are met, primarily OSH's Electronic Health Record system (EHR), Avatar. Avatar is the primary medical records database for the Oregon State Hospital, utilized by 2400 staff to directly evaluate, diagnose, and treat psychiatric patients in their recovery. Staff includes doctors, nurses, mental health technicians, and pharmacists and the stored data is used to make statewide decisions on policy, process, and patient care. to implement process reengineering to ensure work processes and business requirements are in alignment, including consulting to hospital leadership for strategic projects and leading other Business Analyst in implementing technology solutions. to direct the preparation and execution plans to align technology, business requirements, and business processes, including technology configuration, documentation, and training as assigned, to perform software configuration according to these requirements, processes, and plans. to establish and communicate standards so that other Business Analysts working on the same software, and/or with the same units within OSH, are providing documents, processes, plans, and functions consistent with each other.

What you will do!

Develop mid and longer-range plans for Avatar by consulting with hospital leadership and Avatar account team.Identify key improvements, implement improvements, and measure success and effectiveness of Avatar.Manage system implementation.

Evaluating system design options and how they align with State of Oregon policies by consulting with hospital executives and critical stakeholders.Making EHR system design and policy recommendations.Configuring applications per OSH policies and adopted designs.Developing and executing test plans, including "system testing" and "regression testing"; and collaborating with project managers to develop project plans, including project schedules, and tracking assigned project tasks.Lead planning initiatives, in conjunction with stakeholders, information system staff, and other agencies, by formulating detailed policies, protocols, processes, and procedures, and in alignment with those documents, analyzing and planning for system acquisition and system configuration activities such as:

Project initiation documents including project summaries, business cases, project charters, options analyses, and impact analyses, implementation timelines etc.Procurement documents including Requests for Information, Requests for Proposal, statements of work, etc.Design and development documents including functional requirements, mock-ups, specifications, use cases, traceability matrices, etc.Create and maintain

standards

documents to promote consistency of work products produced by the Business Analysts working with the same software and/or the same disciplines or units within OSH; and alignment with OSH clinical and administrative operations.

documents in SharePoint; explain them to fellow Tech Services Business Analysts, and other appropriate Tech Services and OIS colleagues; and provide consultative advice about these documents and how to apply them.

Evaluate work products of other Tech Services Business Analysts as assigned, identifying compliance with applicable standards.

Working in conjunction with stakeholders, project team, information system staff, and other agencies to analyze, plan, and document system implementation activities such as:

Conducting and assisting in training sessionsAnswering questionsCoordinating & supporting user-acceptance-test activitiesProviding application troubleshootingSupporting system security policies and proceduresEvaluating effectiveness of software, configurations, and processes through comprehensive operational research.Normal work hours are Monday through Friday 8:00am to 5:00pm. Extended hours may be required in the evenings or on weekends as the department is subject to fluctuating workloads and priorities. Extensive use of the computer telephone, and fax machines. Occasional contact with patients with mental illness, other agency representatives, and members of the public. Incidental local and in-state travel is required.

WHAT WE ARE LOOKING FOR:

Minimum Qualifications

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, Information Technology or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work in a technical environment.OR;Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Special Qualifications

This position will participate as part of a team in the decision making regarding all aspects of use, improvement, and effectiveness of Avatar.

Ability to exercise independent judgment on the methods, forms, programming, and use of Avatar based on executive strategic direction.Be able to make decisions with minimal oversight regarding changes and improvements to Avatar. These decisions will lead to the successful implementation of Avatar and process changes that will span multiple OSH campuses across the state and may secondarily affect systems and processes in other agencies or divisions such as the Oregon Health Authority, Office of Information Systems, other private and public health care organizations in the state. This includes decisions on how confidential (HIPPA) data is shared with other entities via Avatar. The effect of decisions will impact patients and staff at OSH as well as outside groups that receive or send HIPAA information from and to Avatar. These effects may include, but are not limited to, enhanced treatment, safety and care of patients, increased or decreased recidivism, operational efficiencies, importation of best practices from other institutions, other similar outcomes, and the overall success or failure of information technology.How to apply:
