The County Counsel's Office is currently seeking a qualified candidate to fill one vacancy at the Deputy County Counsel I, II, III, or IV level. The placement of the selected candidate will be determined based on qualifications, experience, and the discretion of the appointing authority. Salary ranges for each classification level are provided below. The successful applicant will additionally receive a generous benefits package that includes CalPERS retirement, access to the County’s employee health center, fully paid medical, dental and vision benefits, and generous leave. This recruitment may be used to fill future vacancies for this position from the eligible list to be established, which will remain active for six months.

$55.70 - $67.97 Hourly; $115,856.00 - $141,377.60 AnnuallyABOUT THE COUNTY COUNSEL'S OFFICE & ITS RESPONSIBILITIESThe County Counsel’s office serves as the civil attorney for the Kings County government, its departments, boards and commissions, and other special districts and government agencies. This provides a unique opportunity to study and practice a wide range of law and topics such as: advice regarding powers, functions, jurisdiction, procedures and operations; opinions involving liability, condemnation, elections, police powers, land use, planning, zoning, labor, personnel, probate, special assessments, county property, human services, child dependency, behavioral health, Public Guardian, contracts, open meeting laws, public safety. It requires the drafting of a variety of documents such as resolutions, ordinances, opinions, briefs, contracts, leases and so forth. The attorneys of the County Counsel's office are expected to show initiative, demonstrate dedication to their jobs, work well in a team, and communicate effectively, whether in writing or verbally, with a wide variety of audiences.

DISTINGUISHING CHARACTERISTICSThis is a multi-level professional classification series in which incumbents may be assigned to any of four (4) levels, depending upon experience, proficiency gained, and the complexity and sensitivity of assigned cases.Deputy County Counsel I:

This is the entry level classification in the Deputy County Counsel flexible series. Incumbents with professional-level experience learn and perform the less difficult and less-controversial assignments in the County Counsel’s office under the direction and guidance of County Counsel or more senior attorneys. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently.

Deputy County Counsel II:

This is the second working level classification in the Deputy County Counsel flexible series. Under direction, through formal and informal work review, incumbents perform the full scope of generalist duties and are assigned specific county departments to represent in legal matters. Projects assigned at this level are more difficult and complex and receive a lesser degree of supervision.

Deputy County Counsel III:

This is the third working level classification in the Deputy County Counsel flexible series. Incumbents work on complex and difficult legal matters and controversial professional duties and assignments that require a high level of independence of action and limited direction from the Assistant County Counsel and/or County Counsel, particularly on matters involving monetary settlement and appeal decisions.

Deputy County Counsel IV:

This is the fourth working and highest advanced-level classification in the Deputy County Counsel flexible series. Incumbents work on complex and sensitive legal assignments requiring a high degree of independent judgment and discretion, are fully experienced in procedures related to assigned area of responsibility and may provide day-to-day assistance to less experienced staff attorneys.

Positions in the Deputy County Counsel class series are flexibly staffed and positions at the II-level and above are normally filled by advancement from the next lower level, after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.ALL LEVELSEducation:

Must possess active membership in good standing with the State Bar of California.Experience:Deputy County Counsel I:

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be equivalent to a Juris Doctorate from an accredited law school.

Deputy County Counsel II:

One (1) year as a Deputy County Counsel I. OR One (1) year of professional legal experience as an attorney engaged in the practice of civil law in the State of California equivalent to a Deputy County Counsel I, preferably in a county government setting.

Deputy County Counsel III:

One (1) year as a Deputy County Counsel II. OR Two (2) years professional legal experience as an attorney engaged in the practice of civil law in the State of California equivalent to a Deputy County Counsel II, preferably in a county government setting.

Deputy County Counsel IV:

One (1) year as a Deputy County Counsel III. OR Two (2) years professional legal experience as an attorney engaged in the practice of civil law in the State of California equivalent to a Deputy County Counsel III, preferably in a county government setting. Demonstrated increased ability to litigate a wide variety of civil lawsuits and/or to advise County agencies with minimum supervision is required for the advancement to the level of Deputy County Counsel IV.

Licenses and Certifications:

Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.SPECIAL REQUIREMENTSQualify for security clearance through a background investigation and fingerprint check. Must be willing to work irregular hours as required. Travel within and outside the County as required; must maintain active membership in the State Bar of California.WRITING SAMPLE REQUIRED:

A writing sample is required and must be submitted with your application. If a writing sample is not attached, applications will be considered incomplete.All completed applications and supplemental questionnaires will be reviewed.
