The Senior Consultant - CDBG-DR position performs various assigned tasks related to providing support with client engagement, services, and projects in support of disaster recovery programs, such as US Department of Housing and Urban Development (HUD) Community Development Block Grant Disaster Recovery related disaster programs, and other department initiatives and strategies. This position may provide support to other Consulting service lines as needed.

Qualifications:

Bachelor's Degree is preferred.

Degree in Business, Accounting, Finance, Public Administration, or related field is desired.

Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Program Management Professional (PgMP), Project Management Professional (PMP) certifications are preferred, but not required.

Minimum 3 years of experience in the CDBG-DR program, and state, local and/or federal level disaster recovery programs is required.

Prior advisory and/or consulting experience is preferred.

Experience working on federally funded disaster related projects such as FEMA Public Assistance, FEMA Individual Assistance, CDBG-DR, FEMA's Hazard Mitigation Grant Program, or American Rescue Plan Act (ARPA) is preferred.

Knowledge of and experience with HUD CDBG-DR disaster programs including related statutes, regulations, and policies and processes.

Proven ability to provide excellent customer service.

Must professionally and appropriately communicate with a diverse group of individuals.

Must be able to demonstrate critical thinking skills.

Must have excellent communication skills in business and technical environments.

Strong writing and presentation skills required.

Able to work in a dynamic, fast-paced, innovative, and continuously changing environment.

Experience with the full grant lifecycle from pre-award, post-award through closeout on federally funded programs.

Ability to perform effectively, efficiently, and with quality under tight deadlines and manage multiple priorities.

Possess a high degree of professionalism including the ability to maintain high levels of confidentiality.

Must have a positive attitude and work well independently and with teams.

Must be technically proficient with the capability of performing at an intermediate or advanced level with respect to the Microsoft Office Suite of products, specifically Excel, Word, and PowerPoint.

Responsibilities:

Supports large, complex programs implementing major state and community-level post-disaster recovery efforts, including administering HUD CDBG-DR funds.

Works with supervisors to evaluate client needs, recommend project approaches, and manage activities for completing work.

Assists in the review of proposal requests, development of proposals and grant applications as necessary.

Delivers client services including, but not limited to:

Monitoring grants, including uniform guidance recipient monitoring, and subrecipient monitoring.

Applicant intake and case work, including reviewing documentation for compliance with CDBG-DR and program policies.

Consult with grantees on financial, program, administrative, or policy matters.

Evaluate grantee Action Plan Amendments to ensure compliance with the CDBG-DR regulations.

Provide guidance to grantees on the proper application of Federal regulations and agency policies.

Help identify recovery-related assistance gaps/needs and provide recommendations.

Ensures compliance with applicable policies and procedures, laws and regulations.

Assists with client situations; identifies and interprets federal regulations.

Assists with the implementation of and ensures adherence to proper workflow, processes, and procedures.

Ensures engagements and special assignments are accomplished within the approved budget and on time.

Informs engagement Manager, Associate or Director of the status and other pertinent aspects of the engagement.

Recommends new approaches, resource tools, deliverables, policies, and procedures.

Builds and maintains trusted and effective working relationships with team members, clients, and subject matter experts.

Maintains required CPE hours for Firm and applicable licensing standards.

Other Duties:

Provides courteous and prompt service to all internal and external parties.

Identifies opportunities and recommends methods to improve service and work processes.

May assist co-workers in the completion of tasks and assignments.

Perform other services as assigned.

Other Considerations:

May periodically travel and work from different company locations.

May be required to work overtime, and/or on weekends as needed.

Must arrive at EisnerAmper offices or client locations in a timely manner.
