Job Description And DutiesThis is a new position established pursuant to AB 904 and serves as a Senior Network Attorney within the DMHC's Division of Provider Networks within the Office of Plan Monitoring (OPM), performing complex legal work related to ensuring that licensed health care service plans maintain adequate provider networks and deliver timely access to services as required under applicable provisions of the Knox-Keene Act. This position primarily serves as a lead attorney for development of regulations related to network adequacy and measurement methodologies, including standards related to maternity care and access to non-physician medical providers. Work performed in the position also includes reviewing health plan networks for compliance with network adequacy and timely access requirements, which may include review of annual submissions, health plan license applications, notices of material modifications to existing health plan licenses, amendments to existing health plan licenses, revisions to access-related policies and procedures, and block transfer notifications for compliance with network adequacy requirements.The position provides counsel and advice to personnel within the OPM, interacts with individuals throughout the DMHC and within external organizations, and reports directly to the Assistant Chief Counsel for the Division of Provider Networks.This position is Limited Term (12 months); it may become permanent, be extended, or be cancelled at any time.This position is eligible for a hybrid telework schedule under Government Code 14200. Under the Department of Managed Health Care’s (DMHC) current hybrid telework policy, employees may be required to report in-person to the office two times per week and will be required to utilize a shared or “hotel” workspace. Employees may also be required to report in person more frequently as determined by management, which may include working at a DMHC designated headquarters and/or offsite events or locations.
